Made arrangements with James Kendall, Chief Counsel, Senate Subcommittee on Preparedness Investigation, for Mr. Bruce Clarke to brief him and Ben Gilleas, of the staff, at 2:30 p.m. on Friday, 26 February. 2. George Lowrance, now on the staff of Senator Lloyd Bentsen (D., Texas), called to say that the Senator will be traveling to Southeast Asia from 25 February to 12 March and would like to get an area briefing from the Agency before his departure. We are checking to work out a satisfactory time for the briefing. 25X1 25X1 25X1 25X1 3. Mr. Maury hosted a luncheon for Representative Jack McDonald (R., Mich.) with and also present. Following lunch Mr. Maury gave Representa- tive McDonald a general briefing on the relationship of the Agency in the intelligence community structure and on the organization of the Agency. Met with Mr, Ralph Preston, House Appi:opriations Committee staff, who asked if the Director could be available on tho 18th, 19th, 22nd or 23rd of February for the annual two-day briefing of the Defense Subcommittee. He told me that the Chairman's time will be occupied on the 24th, 25th and 26th of February by the appearance of the Secretary of Treasury; on the 1st, 2nd and 3rd of March by open hearings on the SS-T; on the 4th and 5th of March by the appearance of the Secretary of Defense before the Defense Subcommittee; and so on well into the month. Mr. Preston told me that question has been raised by members of the full Committee concerning outside discussion of matters taking place in.executive .Session since nothing in the Committee rules precludes outside discussion; attendance by members of the full Committee at hearings held by the Defense Subcommittee; and procedures necessary for members of the full Committee to obtain the "special clearances" necessary for attendance at meetings of the Defense Subcommittee. Mr. Preston will keep me advised on developments. I briefed Mr. Preston on the Indochina situation; Cuba; Pakistani- Indian problems; Soviet Pacific Y-class submarine force; Soviet "KAZ-A" bomber; and Soviet radar and other facilities in southern Mongolia. 7, Called Ralph Preston, Staff Assistant, House Appropriations Committee, suggesting that in view of the Director's other commitments the briefing of the Defense Subcommittee be scheduled for 19 and 23 February. Preston wondered whether the briefing could be compressed into a single day and I said if the Subcommittee was willing to accept a somewhat abbreviated version this might be done. Preston said he would check with the Chairman and let us know tomorrow. Met with Mr. James T. Kendall, Chief Counsel, Subcommittee on Preparedness Investigation, Senate Committee on Armed Services, who asked that the briefing he discussed with Mr. Maury for the staff be set up for next week. He mentioned again that he would appreciate some emphasis on the bomber threat in addition to treatment of the overall strategic threat against the United States. 7. Met with Mrs. Partin, in the office of Representative Burt Talcott (R. , Calif. ), who gave me a constituent letter and enclosure from requesting information about the Central Intelligence Agency and assassination attempts against Fidel Castro. I told Mrs. Partin that I would provide her with a suggested reply for Representative Talcott's use in responding to 8. Met with Messrs. Frank Slatinshek and Russ Baldnford, House Armed Services Committee staff, and gavc, them additional detailed information about They suggested that it would be well to brief Representative Hebert (D. , La.) on this matter since the Committee will be conducting hearings on related matters early in the year. I also briefed Messrs. Slatinshek and Blandford on Lou 1Nolt s physical condition and the situation in Cambodia, and Soviet pilot shortages. 9. Met with Oneta Stockstill, Executive Secretary, House Armed Services Committee,.who gave me a listing of the Subcommittee structure and membership adopted by the Committee in yesterday's meeting. 10. Met with Mr. Ralph Preston, House Appropriations Committee staff, who gave me a copy of the Subcommittee structure and membership of the Appropriations Committee together with an outline of the agencies transferred from the Independent Offices - H. U. D. Subcommittee. Representative John Slack (D., W. Va. ) was trans- ferred from the Defense Subcommittee to the Public Works Subcommittee. Representative John McFall (D. , Calif.) was added to the Defense Subcommittee.
