Howard Pyle, in the office of Representative Hastings Keith (R., Mass.), called requesting a personnel interview for After checking with Office of Personnel, I advised Mr. Pyle that an appointment had been made for 10:30 tomorrow morning, 5 February. 2. In response to his request, briefed Senator Milton Young (R., N. flak. ) on the present North Vietnamese/Vietcong military situation, and provided answers to his earlier questions regarding 25X1 Soviet and free world aircraft. Briefed Frank Slatinshek, Assistant Chief Committee, on recent developments 3. Counsel, House Armed Services regarding ChiCom naval construction and nuclear weapon development and Soviet naval movements in the western Atlantic. Hand-carried to George Murphy, on the staff of the Joint Committee on Atomic Energy, two unclassified items on the subject of the crash of the French aircraft carrying a number of French military and atomic energy officials. 25X1 5. Hand-carried to the office of Senator Hubert Humphrey (D., Mimi.) the Director's reply to a letter from the Senator on a constituent inquiry. ? In response to Captain Bauser's, Director, Joint Committee on Atomic Energy, inquiry about the French plane crash, I provided George Murphy, of the Committee staff, with the details pointing out that the French military and civilian officials on the aircraft were personnel associated with the French Atomic Energy program ancl it was not at all unusual for them to be traveling to this area which is the location of the French IRBM complex. 6. As a followup to his call of yesterday, I met with Mr. David Despres, Assistant to Senator Edmund Muskie (D., Maine), and gave him a copy of the CIA unclassified pamphlet. He has several constituent questions or items of correspon- dence that relate indirectly to CIA which he feels he can handle from information contained in the pamphlet without further reference to the Agency. He will call if he needs anything further. 7. Met with Mrs. Carol Berde, Administrative Assistant to itepresentative Ogden Reid (R., N. Y.), and confirmed the meeting for 11:00 on Friday, 5 February 1971, requested by Representative Reid. has been advised. See Journal of 2 February 1971. 8. Met with Mr. Bun Bray, Staff Director, House Civil Service and Manpower Subcommittee, who told me that he had spent an hour or more yesterday with the Chairman on the general subject of the Ervin Bill and related measures. Chairman Henderson is still of the opinion that such legislation is quite unnecessary. Mr. Bray told me that he had heard also that Senator Ervin's "young assistant" has been engaged in attempting to find individual members of the House to sponsor the Ervin Bill in the House. 25X1 9. OFFICE OF LEGISLATIVE Tuesday COUNSEL - 2 February 19 71 Discussed with Darrell St. Claire, Chief Clerk of the Senate, the members in the Unice ot the Secretary and organization of certain committees in the new Congress and certain problems regarding some of the personalities involved. 25X1 2. Brief Ralph Preston, Staff Assistant, House Appropriations Committee, on recent Soviet naval developments. 25X1 25X1 Preston said that in view of the new rules laid down by the Democratic caucus, the group handling Agency affairs would probably no longer refer to itself as a "subcommittee" but would probably be spoken of only as "the group" or something of the sort. He said he foresaw no changes in the membership or procedures. 3. Briefed Russ Blandford, Chief Counsel, House Armed Services Committee, on recent developments regarding t e Soviet Blandford said no decision has yet been made on how the Committee will handle Agency matters. 4. Met with Representative William E. Minshall (R., Ohio), of the House Appropriations Committee, whom I briefed on recent developments including Soviet naval activity in Cuba and in the Atlantic, developments regarding advanced Soviet aircraft, changes in the Soviet Military Districts in Central Asia and the Far East and the general situation in the Middle East and Southeast Asia. Min.shall said that, although Secretary Laird had tried to explain to him what actually happened in connection with the Son Tay raid, he was still confused. I told him about the very limited role of the Agency, and said I couldn't throw much light on any other aspects of the operation. He said he understood from Laird that had indicated the presence of American prisoners at the camp just six weeks before the raid. After checking with Office of Security, and SB Division, I met with Mr. Bill Woodruff, Counsel, Senate Appropriations Committee, in response to his request of Friday and gave him a brief rundown on had some acquaintance with Agency representatives in in the early 1960's when he was serving as a Captain in the United States Army. The acquaintance was renewed here in Washington and two contacts were made in April and July, 1970. was never employed by the Agency, however. Mr. Woodruff expressed his appreciation and noted that the request had come to him from Senator John Stennis (D. , Miss. ). 6. I talked to Mrs. Olive Hurley, Secretary to Senator J. Caleb Boggs (R., Del.), and told her that Agency personnel representatives will be contacting at her present address in Massachusetts. Mrs. Hurley thanked me for the call back and said that the Senator will notify the applicant that the Agency will be making direct contact with her. Mrs. Hurley further requested that the Senator's office be kept advised. 7. Met with Mrs. Oneta Stockstill, Executive Secretary, House Armed Services Committee, who told me that the Democratic caucus is scheduled for Wednesday and Thursday for nomination of Committee Chairmen. Ratification will follow in 25X1 the House of Representatives.
