Thursday - 8 April 1971
5. I met
with Messrs. John Martiny and Richard Barton, House Post Office_
.and Civil Service Committee staff, and reviewed with them the
present Committee considerations relating to the upcoming hearings
on "invasion of privacy of Federal employees" type legislation.
It was agreed that an interim response to Chairman Hanley's letter
to the Director of 1 April might be in order which would include a
positive statement of the need for Agency exemption from such
legislation. Mr.O and Mr. Barton will get together on
26 April when Mr. Barton plans to be back from a trip out of the
city with Chairman Hanley to schedule a meeting with Chairman
Hanley for later that week.
6. Received a call from Helen
Staples, in the office of Representative Herman Schneebeli (R. , Pa. ),
who requested brochures on the Central Intelligence Agency in reply
to a constituent's request. Pamphlets were sent out.
7. Delivered to the offices of Senators
Edward Kennedy (D., Mass.), George Aiken (R., Vt. ), George McGovern
(D., S. Dak.), Abraham Ribicoff (D., Conn.), Stuart Symington (D., Mo.),
Edmund Muskie (D., Me.), Frank Church (D., Ida.), Mike Mansfield
(D., Mont.), Henry Jackson (D., Wash.), John Sherman Cooper (R., Ky.),
Henry Bellmon (R., Okla.), J. W. Fulbright (D., Ark.), and Representatives
Charles Wilson (D. , Calif.), and John Anderson (R. , Ill.) FBIS items in
which their names were mentioned.
8. Delivered employment brochures
to Mary Flanagan,in the office of Representative Walter Flowers (D., Ala.).
9. Robert Hull, Department of State,
called to discuss several legislation items of mutual interest: the Ervin
bill and retirement (funding, benefits and cost-of-living). See memo for
record for details.
The Secretary of State has received a request to testify before
the Hanley Committee after Easter recess, but it is possible that William
MacomBe`r,~eputy Under Secretary, will appear instead. In response to
Mr. Hull's question, I suggested that he contact Chairman Hampton's
office, Civil Service Commission, to check with CSC and OMB to get a
reading on the Administration's position on the bill this year.

10. (Internal Use Only - JGO) Messrs. John H. Martiny,
Theodore J. Kazy, Richard A. Barton, and Robert Lockhart, Ouse
Post Office and Civil Service Committee staff members, visited the
Agency for briefing on Agency personnel management and policies.

11. (Unclassified - JGO) Received a call from Mrs. Mary
Flanagan, in the office of Representative Walter Flowers (D. , Ala. ),
who asked for a set of application forms and a professional brochure
for a constituent who is interested in possible Agency employment.
The forms and brochure will be forwarded to Representative Flowers'
office.
12. (Unclassified - LLM) Mr. Bob Young, of the Washington
Bureau of the Chicago Tribune, called and asked if the appointment of the
Director was subject to Senate confirmation and I told him that that office
as well as the office of the Deputy Director were Presidential appoint-
ments with the advice and consent of the Senate. In a response to my
inquiry as to what may have prompted his interest, Young said it was
to resolve disagreement in an office discussion that only approval of the
Chairman of the Senate Armed Services Committee was involved and he
said there were gaps in their office files on this subject. Mr. Jake GoodwSTATINTL
was advised and confirmed that Young was with the Chicago Tribune office
here and recently replaced Mr. Younger.

5. I (Picked up from the Senate Preparedness
Subcommittee a copy of "Weekly Summary, Special Report- -Implications
of the 1968 Soviet Military Budget" dated 17 November 1967, for destruction
since this has served the Subcommittee's purposes.
6. Dale Sutherland, in the office of Senator
Abraham Ribicoff D. , Conn. ), called to request two map folios (Communist
China Map Folio, 1967; and Communist China Administrative Atlas, 1969).
7. Talked to Mr. James Lowenstein, Senate
Foreign Relations Committee staff, and told him that the questions
forwarded on Senator Muskie's (D. , Me.) briefing presented somewhat
of a problem. In essence, the questions related directly to the
substance of the Director's briefing of the Muskie Subcommittee on 29 March
and would seem to be fairly completely covered in the Director's
briefing. Mr. Lowenstein indicated that he was somewhat embarrassed
and that he had not read the questions but had forwarded them on to
us when they were received on Friday. The questions will be returned
to Mr. Lowenstein tomorrow morning for his review. Mr. 25X1
DDI, has been advised.
8. I talked to Colonel James Taylor,
Chief of the Legislative staff, it Force LL, who told me that
Mr. Fred J. Buzhardt, General Counsel, DOD, is handling all
queries on behalf of the Department of Defense relating to files
maintained on private individuals and availability of files to the
public. Mr. Houston, 'OUC has been advised.
organization and management at the Headquarters building on Wednesday,
7 April. Accompanying Mr. Martiny will be: Messrs. Victor Smiroldo
and Robert Lockhart, who will be working directly with Mr. Martiny
during the coming year on legislation; Mr. Bun Bray, Associate Staff.
Director; Messrs. William Irvine and Theodore Kazy, Minority Counsels;
and Mr. Richard Barton, Staff Assistant, Employee Benefits Subcommittee,
which will be handling the Ervin Bill hearings starting after Easter.

10. Talked to Miss Edith Wilkie,
Staff Assistant to Representative Ogden Reid (R., N. Y. ), who told
me that Representative Reid will not be traveling to Europe until
the 14th or 15th of the month (if at all). She also noted that
Representative Reid is away from the City and will not be returning
until the first of the week. See Journal of 29 March 1971. Mr. C

11. I Received a call from Mr. James Lowenstein,
Senate Foreign Relations Committee staff, who requested an additional
copy of "Aid and Trade Activities of Communist Countries in Less
Developed Areas of the Free World - 1970" for use by the Committee.
A copy was forwarded during the morning.
12. Met with Mr. Richard Barton,
Employee Benefits a committee, House Post Office and Civil Service
Committee, who gave me a letter for the Director from Chairman
Hanley concerning Committee hearings on the Ervin Bill to be
scheduled after the Easter recess. Mr. Barton told me also that
there is no present consideration being given to introduction of the
"Henderson Draft Bill" that was considered during the last session
as a substitute for S. 782. He also indicated that he expected that the
Committee would be quite flexible in scheduling time for the
convenience of the Director.
13. Met with Mr. Frank Slatinshek,
Assistant Chief Counsel, House Armed Services Committee, and
discussed with him the matter of handling items of legislation such
as the updating of cost-of-living provisions in the Agency retirement
system. Mr. Slatinshek agreed that it could be to the benefit of the
Agency and the Armed Services Committee to handle such an item as
retirement cost-of-living in general legislation handled by the H. ousg
Post Office and Civil Service Committee but this would result in
relinquishment of legislative oversig t of the Agency and its programs.
This could limit the Chairman's ability to intercede on our behalf in
the event some other general legislation which was not to our liking
should be considered by the Post Office and Civil Service Committee.

6. Forwarded the transcript of the Director's
testimony of 29 March 1971 to Senate Foreign Relations Committee for
their use during the day. The transcript was returned to the Agency
at the close of business.
7. Met with Mr. Richard Barton,
House Post Office and Civil Service SubcommittQ on Employee Benefits,
who told me that the Subcommittee has decided to hold hearings on the
Ervin Bill, S. 782, passed by the Senate during the last session of
Congress. The hearings will start soon after the Easter recess.
Mr. Barton also told me that Representative Hanley (D. , N. Y. j will
be forwarding a letter to the Director tomorrow or Monday advising the
Director of the hearings.
8. Confirmed with Mr. John Martiny,
for members of the Committee staff to Wednesday, 7 April. Mr. Marti__y
will advise me later which staff members will be coming with him.

9. Accompanied Dr. Edward Allen, D/OER,
to a meeting with Mr. James Lowenstein, Senate Foreign Relations
Committee staff, and delivered to Mr. Lowenstein a study entitled
"Aid and Trade Activities of Communist Countries in Less Developed
Areas of the Free World - 1970. " Mr. Lowenstein was visibly
impressed by the study and asked if it might be possible for the
Committee to do a 10 or 12 page unclassified summary of the major
findings for review by the Agency prior to publication. Dr. Allen
agreed that such a summary should be entirely permissible and that
we would be pleased to expedite a review of the study upon completion.
