Friday - 19 February 1971
1. Met with Mr. Bernard Poir
Special Assistant to Senator Mike Gravel (D. , Alaska), and gave him a
series of unclassified translations of Soviet trade journal and publication
items relating to oil and gas pipelines. See Journal of 30 April 1970.
2. Met individually with members of the
staffs of House Committees on Science and Astronautics, Post Office a- rd
Civil Service, Foreign Affairs, and Government Operations and learne
that these Committees have not yet organized.
3. Met with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, and discussed the
Committee hearing schedule in general with him. From present Committee
considerations, it is not possible to tell when the Agency might be called
for briefings. The Agency is not included in the pending schedule and,
so far, no pressure has developed for our appearance.
I briefed Mr. Slatinshek on the Soviet SS-NX-8 naval missile;
Soviet oceanographic research ships, Lebedev and Vavilov; and the Soviet
Maritime mission to Singapore.
4. Met with Mrs. Olive Hurley, Secretary
to Senator J. Caleb Boggs (R. , Del. ), and brought her up-to-date on the
Agency's interview with Miss Freddi Lipstein. Mrs. Hurley expressed
her appreciation for the Agency's followthrough in keeping the Senator
advised.
5. Met with Mr. Jim Wilson, Technical Consultant,
House Committee on Science and Astronautics, and briefed him in general
for the Chairman on the pending Chinese and Soviet satellite launches.

8. Called Mr. Courtney Pace, in the office
of Senator James O. Eastland, who said the Senator was expected back'
tomorrow afternoon and I could probably see the Senator sometime on
Thursday.
Called Ralph Devlin, Staff Assistant,
House Post Office and Civil Service Committee concerning the prospects
of the so-called 80 Point Retirement Program introduced by Representative
Dominick Daniels (D. , N. J. ). He explained the background and although
it is too early to make a firm prediction, he felt the prospects for passage
were dim.
10. Called General
Counsel, NSA, to learn his views on the draft bill by the Civil Service
Commission on maximum age requirements for entrance on duty.
Mr. II was unfamiliar with the proposal which is now in the OMB
clearance process and intimated that he had a number of other issues
now running with CSC.
11. Based on my discussion with
Mr. CA staff, I called J. Sourwine, Chief Counsel,
Subcommittee on Internal Security, Committee on the Judiciary, and
informed him that the Agency had not made a security review of a
proposed book by Ernest Halperin, MIT, entitled "The National Liberation
Movements in Latin America. " Nor, was there any other Agency
involvement. I informed Sourwine that there was a paper by Halperin, on the
same subject written in June, 1969 for the Center for International Studies,
MIT, and that a copy could be procured through the State Department.
Sourwine requested that I secure a copy for him.

10. I I Met with Mr. John Martiny, Counsel,
House Post Office and Civil Service Committ .e. and Mr. Victor Smiroldo,
the new Deputy Chief Counsel, and reviewed in general the President's
proposed new Federal Executive Service legislation to supersede the present
supergrade system in the classified service. Section 3132 of the bill
specifically excludes the Central Intelligence Agency from coverage.
I suggested to Mr. Martiny that after the press of the beginning days
of the Congress, I would like to have him and Mr. Smiroldo visit us for
lunch and a briefing on Agency personnel matters. He said he would appre-
ciate it, that it has been some three years since he and Charles Johnson
(Mr. Martiny's predecessor as Counsel) visited the Agency.
11. William Deveroux, in the office of
Representative John H. Rousselot (R. , Calif. ), called and asked if he
could receive the Eastern European and Soviet Union Daily Reports. I told
him we would be happy to oblige, acquainted him with the general holddown
on this material and told him the first copy should be arriving in five to ten
days, which he said was all right. Al Duncan, FBIS, was advised.

briefed Chairman John Stennis, Senate Armed Services Committee, on
the current situation in Southeast Asia. See

5. In response to Captain Bauser's, Director,
Joint Committee on Atomic Energy, inquiry about the French plane crash,
I provided George Murphy, of the Committee staff, with the details pointing
out that the French military and civilian officials on the aircraft were
personnel associated with the French Atomic Energy program and it
was not at all unusual for them to be traveling to this area which is the
location of the French IRBM complex.
6. As a followup to his call of
yesterday, I met with Mr. David Despres, Assistant to Senator Edmund
Muskie (D. , Maine), and gave him a copy of the CIA unclassified
pamphlet. He has several constituent questions or items of correspon-
dence that relate indirectly to CIA which he feels he can handle from
information contained in the pamphlet without further reference to the
Agency. He will call if he needs anything further.
7. Met with Mrs. Carol Berde, Administrative
Assistant to Representative Ogden Reid (R. , N. Y. ), and confirmed the
meeting for 11:00 on Friday, 5 February 1971, requested by Representative
Reid. Mr. has been advised. See Journal of 2 February 1971.
8. Met with Mr. Bun Bray, Staff Director,
House Civil Service and ManpowerSubcommittee, who told me that he
had spent an hour or more yesterday with the Chairman on the general
subject of the Ervin Bill and related measures. Chairman Henderson
is still of the opinion that such legislation is quite unnecessary. Mr. Bray
told me that he had heard also that Senator Ervin's "young assistant"
has been engaged in attempting to find individual members of the House
to sponsor the Ervin Bill in the House.
9. Had lunch with Mr. Frank Slatinshek,
Assistant Chief Counsel, House Armed Services Committee, who told
me that the Republican nominees for assignment to the House Armed
Services Committee appear to be Representatives Floyd Spence (S. C. )
and C. W. "Bill" Young (Fla.).
