Tuesday - 22 June 1971
1. (Unclassified - DSB) Received a call from Mr. Bruce Barr,
staff member of the Senate Republican Policy Committee, requesting a
copy of the Director's speech before the American Society of Newspaper
Editors. A copy was sent.
2. (Internal Use Only - JGO) Met with Mr. Richard Barton,
Employee Benefits Subcommittee staff, House Post Office and Civil Service
Committee. who told me that the Committee review of the Civil Service
Commission "Oliver report" on classification standards has been put over
until after the July recess. He said that legislation on the subject is not
anticipated before the Committee before next March or April. He suggested
that in the meantime it would be well to work directly with the Civil
Service Commission to be sure that in the drafting of legislation that
exemption for the Agency and any other necessary organs of the intelligence
community be set forth in the original legislation forwarded to the Hill
by the Administration. He noted that although the draft report suggested
that the Agency should be included in future legislation, it is his understanding
that Mr. Oliver has talked to Agency representatives and hopefully this
point is being resolved by direct contact with Mr. Oliver and the Commission.
3. (Internal Use Only - JGO) Met Mr. Benny L. Kass, former
Counsel on the House Government Information and Foreign Operations
Subcommittee, by chance in the corridor at the Capitol. Mr. Kass told
me that he is filing suit tomorrow on behalf of Representatives John Moss
(D. , Calif.) and Ogden Reid (R. , N. Y.) against Melvin Laird under the
Government Information Act. He said he couldn't give me any more
information this morning since he is acting as private counsel but that
he is sure that the Agency would be interested in talking to him about the
matter after the action has been filed. Mr. Houston, General Counsel, has
been advised.

10. 1 1 Met with Mr. Al Westphal, House Foreign
Affairs Committee staff, who told me that the RFE/RL bill pending before
the House District Committee has not been transferred to Foreign Affairs.
He does not know whether Chairman Morgan has talked to Chairman McMullen
about the matter. In any event, the Committee will be engaged through the
4th of July recess on considerations and markup of the AID bill. All other
things being equal, it would appear that consideration of the Radios bill
could not be undertaken by the Committee until after the 4th of July recess.
I thanked Mr. Westphal for the information.
11. I I Met with Mr. Ralph Preston, House Appropriations
Committee staff, who told me that the Rooney Subcommittee has again
Europe Division, has been advised.
I briefed Mr. Preston on the completion of the Soviet military exercise
,tYug. II
12. I I Met with Mr. John R. Blandford, Chief Counsel,
House Armed Services Committee, who told me that H. R. 6483, relating to
promotion of Marine Corps officers to the grade of general, probably will not
come up before the floor of the House for 10 days to two weeks due to failure
of the Committee to take the bill to the floor last Friday.
I briefed Mr. Blandford on the completion of the Soviet military
exercise "Yug. "
13. Met with Mr. Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, and reviewed briefly with him
the status of the Hanley Subcommittee review of legislation concerning
protection of privacy of Federal employees. Mr. Slatinshek told me he will
be pretty much tied up in the next week or so on matters relating to the draft
bill and since there is no particular rush at the moment, he will put over
discussion of the proposed letter from Chairman Hebert to Chairman Dulski
until the draft bill is completed.
I briefed Mr. Slatinshek on Soviet use of airborne strategic command
post; Soyuz-11 Salyut and the completion of the Soviet military exercise "Yug.

7. I I Gwen Lewis, in the office of Senator Len
Jordan, called to say that in view of the Senator's conversation yesterday
with Mr. Gene Cowen, of the White House staff, there was no need for a
meeting today to discuss certain Agency operations in Southeast Asia.
8. Called Representative Morris K. Udall
and offered to review with him the substance of the breakfast briefing we
had given other members of the Hanley Subcommittee regarding our problems
.on the Ervin bill. Mr. Udall appreciated the offer and said he would like to
get together possibly Wednesday, 23 June. He asked me to call him then.
to make a firm date.
9. Mr. Gene Cowen, of the White House staff,
called to say he had talked wit Senator Len Jordan yesterday and there was
no need for further action regarding Jordan's query re certain Agency activities
in Southeast Asia.
10. I I Called Representative Lawrence Hogan
and said I wed be glad to meet with him to summarize the briefing given
the Hanley Subcommittee regarding our problems with the Ervin bill, which
Mr. Hogan had been unable to attend. Mr. Hogan appreciated the offer but
said he was "100% with us" and there was no need to waste time on a briefing
in order to get his support. However, he said he was disappointed not to have
visited Headquarters and I told him to call me whenever he had time to come
out for breakfast or lunch.
11. Mr. Davis, Administrative Assistant to
Representative William Scott (R., Va. ), called to say Mr. Scott wanted to know
the Agency's views regarding the Badillo bill forbidding the Agency to engage in
paramilitary operations. I told Davis that this bill dealt with authority given
the Agency under the National Security Act of 1947 and was exercised only under
the direction of the National Security Council. I said in such matters the Agency
was merely a service organization carrying out direction of higher authority
and, therefore, could take no position for or against the bill. I suggested the
matter be referred to the White House which was best qualified to speak on
such policy questions.
