Dear Mr. Chairman:
In accordance with Section 304(c) of Public Law 91-216, the follow-
ing summarizes the activities of the Job Evaluation and Pay Review
Task Force for the period ending July 15, 1971.
I. Principal Tasks Worked Upon
A. The workpaper for Attorneys has finally been completed and
sent to the Advisory Committees and to all users of attorneys
within the Federal establishment for review and comment.
B. A Rank-in-Man system for R&D Scientists and Engineers is now
in the initial stage of development. It is estimated that
about 23,000 employees in existing grades GS-13 and above
will be covered by this system. The estimated time of com- '
pletion is approximately August 1, 1971.
C. A reevaluation of the workpaper on the teaching profession
has commenced. It is expected that by August 1 a new work-
paper will be available for comment by operating departments.
D. Work was commenced, during the past month, on the Supervisor
and Manager Evaluation System. This system will not be
available for review before mid-August.
II. Principal Meetings Conducted or Attended
A. A meeting was held with representation from the organization
representing nurses in the occupational health field. Their
major interest is in being assured coverage under the Health
Services proposal now being developed by the Task Force.
B. The first of four open question-and-answer seminars was con-
ducted. In attendance were about 225 people from the de-
partments and agencies in the Government. The purpose of
these question-and-answer seminars is to provide an oppor-
tunity for operating personnel people and managers to quiz
the Task Force on its proposals and to broaden understanding
of the concepts being developed.
C. A meeting was held with the Legislative Committee of the
Organization of Professional Employees in the Department of
Agriculture (OPEDA). This group is concerned with being
able to present to its total membership the Task Force's
proposals under a rank-in-man concept.
D. A meeting was held with Sir Frederick Wheeler, Chairman,
Public Service Commission, Australia, to discuss the Task
Force's activities and exchange views on some of the oper-
ating and administrative problems.
