10. - GLC) Received a call from Rady Johnson,
Assistant to the Secretary of Defense (Legislative Affairs) and his Deputy,
General James Lawrence, inquiring as to what action we were taking with
respect to possible amendments to the Foreign Assistance bill as it was
reported by the Foreign Relations Committee. I told them we had problems
with a number of sections of the bill which were basic policy decision matters
within the Administration and which we understood either Defense or State
Department were "bird dogging. " (I reviewed briefly with them the specific
sections which gave us trouble as indicated in our spread sheet.) I added,
however, that to avoid becoming involved in these policy matters and running
up the backs of DOD and State in their efforts, we were restricting our
work to the provisions of Section 405(b) of the bill concerning the
responsibility of the State Department and other departments and agencies
in providing the Foreign Relations and Foreign Affairs Committees with
information. I told them of my meetings with Ed Braswell and Jim Woolsey,
of the Senate Armed Services Committee staff, and Senator Stennis' agreement
to introduce the amendment which we had suggested. They felt that our
proposal would satisfy everyone's requirements quite satisfactorily.
General Lawrence mentioned that a meeting had been called in Clark
MacGregor's office for 9:30 this morning and asked if we would be attending.
I told him we had received word the LIG meeting had been canceled and had
not been asked to attend any other meetings in the White House today.

Operations, on the situation in India and Pakistan. The meeting went well
and seemed to satisfy their requirements completely.

25X1 1. ( - JMM) Met with Ed Braswell, and John Goldsmith,
Senate Armed Services Committee staff who said that Senator Fulbright
and Carl Marcy, of Senate Foreign Relations Committee staff, had indicated
orally to Senator Stennis that they had no objection to Stennis' reported
revision of Section 405(b) of the Foreign Assistance Act, limiting the State
Department's reporting responsibilities on foreign activities to matters
within the jurisdiction of the appropriate committees. Goldsmith and
Braswell further indicated that they hoped to get an amendment which would
knock out Section 513 of the bill, requiring congressional authorization to
finance military operations in Southeast Asia.
25X1 2. ( - JMM) Accompanied the Agency Senior Seminar class
who lunched in the Speaker's Dining Room with Representative William E.
Minshall who spoke to them of the problems of the Congress and the
Appropriations Committee and answered a number of questions. He was
especially complimentary regarding the Agency and complimented the
Agency on its tight budget and personnel structure and professional
competence. He expressed concern, however, over what he referred

issues and attitudes within the Senate, and the current state of relations
between the. Executive and. Legislative as viewed from the perspective of the
Senate in general and the Foreign Relations Committee in particular. Like
Minshall, he ;said the Agency has an excellent image on the Hill.
25X1 3. ( - JMM) Reminded Art Kuhl, Senate Foreign Relations
Committee staff, that I was awaiting a call from Carl Marcy as to when he
would like to discuss Senator Fulbright's letter to the Director requesting
NIE's on Southeast Asia. Kuhl said he would pass this reminder on to Marcy
at the first opportunity.
