SUBJECT: Conversation with Joseph Wolf, Special Assistant Legislative
and Public Affairs, Bureau of Politico-Military Affairs,
Department of State, Re Request From James Lowenstein
and Richard Moose, Senate Foreign Relations Committee
Staff, for Information on Agency Personnel and SNIE for
1. Mr. Joseph Wolf called this afternoon to say that in his conversa-
tions with James Lowenstein and Richard Moose concerning their upcoming
trip to Southeast Asia the staff members had asked him for certain figures

had been agreed we would provide Agency personnel figures to Chairman
Fulbright, it was quite another matter to provide these figures to Com-
mittee staff personnel and I seriously doubted the Director would agree
to this. Mr. Wolf commented in this regard that if we didn't provide the
figures to Lowenstein and Moose before their departure he was sure the
staff would request this information from our people when they meet with
them abroad. I told Wolf we would give appropriate guidance to our stations
on this subject when the issue was resolved. I also told Mr. Wolf that I
had reservations about State's providing their note on the SNIE. I told
him if State's note referred to the SNIE I thought this was a matter that
would have to be cleared with the Director or taken up with USIB. If this
was merely State Department's memorandum on the subject covered by
the SNIE, this might be a different matter. Mr. Wolf appreciated this
point and said he would pass it on to Mr. David Marks.
5. It is interesting to note that in his conversation with me Mr. Wolf
mentioned that the State Department is trying to increase the flow of State
Department intelligence notes in order to keep the Committee more fully
informed and therefore they have encouraged their people to provide the
kind of note which the staffers have requested.
6. I told Mr. Wolf we would have no objection to his telling Messrs.
Lowenstein and Moose that the questions he had raised can be resolved only
after consultation with the Director and this could not be accomplished until
after 4 January. I added that in the meantime we might be in touch with
these staff members directly. Mr. Wolf asked only that we advise him or
Mr. Harry Symmes, Deputy Assistant Secretary for Congressional Relations,
of our decision on the two issues.
