Friday - 30 July 1971
1. I Met with Mr. John R. Blandford, Chief
Counsel, House Armed Services Committee, and discussed with him the
Committee's new Intelligence Subcommittee in some detail. Blandford
pointed out specifically that the Intelligence Subcommittee does not replace
the former CIA Subcommittee and will not have any special jurisdiction
over the Agency except as outlined in the very general charter set forth
in the Committee release relating to review and legislative recommenda-
tions concerning organizations established under the National Security Act
of 1947. He told me that the Chairman has indicated specifically that
Committee jurisdiction of the Agency will be exercised by the full Com-
mittee and that there has been no change in the understanding reached
earlier in the year with the full Committee. I thanked him for the advice.
2. I Met with Louise Griffith, Immigration
and Nationality Subcommittee staff, House Judiciary Committee, who told
me that the Committee is awaiting the report that had been requested from
Immigration and Naturalization Service before further action can be taken
on a bill for the relief of

3. John Goldsmith, Senate Armed Services
Committee staff, called to tell me of the lunch he and Chairman John
Stennis had yesterday with Bill Colby.
4. (Confidential - JMM) Called Richard Moose,.Senate Foreign
Relations Committee staff, who explained for me the 10 June hearings on

5. I In a chance meeting with Bill Miller, in the
office of Senator John Sherman Cooper (R., Ky.), reference was made to
Senator Cooper's bill (S. 2224) to require the Agency to keep Congress
informed regarding intelligence information. I expressed reservations about
the bill, which caused Miller to make the following points:
a. They had in mind Congress getting only NIEs and SNIEs, not
operational information.
b. The documents would be retained in the custody of the Armed
Services and`''Eoreign Relations Committees.
c. The documents would be made available only to staff personnel
having proper security clearances.
I told Miller I was sympathetic to the needs of Members for more accurate
information, but did not feel this was the solution to the problem.

1. I Following a meeting with Colonel White
which was attended by Messrs. Houston, Maury, and and OPPB
representatives, Mr. Houston and I talked with Maury Lanman, Assistant
General Counsel (Fiscal Matters), OSD, and presented to him the response
suggested in Mr. Houston's memorandum of this date to the Executive
Director on the subject of S. 2254. We also referred to White House
instructions
It was our strong recommendation
that before responding to Senator Fulbright on this bill the State Department
consult the White House. Mr. Lanman agreed and said he was recommending
the same course of action to State and ISA.
2. Met with Ed Braswell, Chief Counsel, Senate
Armed Services Committee, and brought to his attention the fact that Senator
Case's bill (S. 2254), which appears to be an amendment to the Special Foreign
Assistance Act, in fact also contains an amendment to the Military Procure-
ment Act of 1966, as amended. I raised with Braswell the matter of Armed
Services Committee jurisdiction over military procurement authorization
legislation. Braswell said he was aware of this, but he added he thought it
would be a useless exercise to contest Foreign Relation Committee's jurisdicti
over this aspect of the Case bill inasmuch as it was his understanding that othe
members of the Foreign Relations Committee propose to add many amendment
to the Foreign Assistance Act before it is reported out of the Foreign Relation:
Committee and on the Senate floor. I gave Braswell the thrust of Mr. Houston
memorandum on the bill and agreed to provide him with a spreadsheet giving
our comments on all four Case bills (S. 2251-S. 2254).

18. Met with Ed Braswell, Chief Counsel and Staff
Director, Senate Armed Services Committee, who told me of a letter which
he was drafting for the Chairman and which the Chairman had recently
mentioned to the Director. See Memo for the Record.
19. Met with Senator Henry M. Jackson, and
Dorothy Fosdick and Richard Perle, of his staff, whom I briefed on recent
developments regarding Soviet ICBM deployment, Soviet tactical air deploy-
ment in the Far East, Soviet submarine deployment, Soviet and ChiCom militar
activity along the Sino/Soviet border, ChiCom naval construction, and the
Middle East situation.
20. Talked to John Goldsmith, Senate Armed
Services Committee staff, regarding his observations during a recent survey
trip to Southeast Asia.

14, Accompanied George Carver, SAVA, who
briefed Senator Adlai E. Stevenson, III (D., Ill.) and Messrs. William Shinn
and Thomas Wagner, of his staff, preparatory to the planned trip of the
Senator and Mr. Wagner to the Far East, Southeast Asia and the Soviet Union.
One of the Senator's main interests in Southeast Asia concerned the question
of how "free" the upcoming South Vietnamese elections were likely to be.
He raised the question of visiting Udorn and was told that this had best
be cleared locally with the Ambassador.
15. Met with Representative Paul Rogers
'pursuant to our earlier commitment to him to try to obtain clarification
from the field regarding a CS report which had come to the Congressman's
attention relating to drug traffic in Southeast Asia. See Journal of 16 July 1971.
I told Rogers we had indeed been back to the field but despite diligent efforts
we had been unable to obtain any further information regarding the allegations
contained in the report. I said in view of this, we considered these allegations
highly suspect but would continue to investigate them and if we did develop
information we would promptly advise him. He said he appreciated our
efforts and he was indeed interested in the results of any follow up investigation
16. Met with Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, and discussed certain bills
recently introduced in the Senate which might present serious problems
for some of the Agency programs in Southeast Asia. Slatinshek said he thought
these bills had little chance of passing the House this year.
Slatinshek told me of recent subcommittee assignments in the Committee
including the establishment of an Intelligence Subcommittee chaired by
Representative Lucien Nedzi (D. , Mich.) and consisting of Representatives
Melvin Price, O. C. Fisher, Alvin E. O'Konski and William G. Bray, with
Chairman Hebert and Ranking Minority Member Arends as ex officio members.
