After the Director's briefing of the Senate Foreign Relations Subcommittee on Arms Control, International Law and Organization,..I met with Mr. Jim Lowenstein, Committee staff, concerning requests made by Senator Case (R. , N. J.) and Senator Fulbright (D. , Ark. ). He said Senator Case's request for a paper from the Director that could be circulated to the Committee members regarding the Khrushchev statement quoted by Mr. Helms 'ewe will bury your stems from Committee belief which was set forth in afloor statement by Senator Fulbright some years ago that the statement as popularly quoted was never made by Mr. Khrushchev. Senator Case believes the Director to be in error in using the quote.. 2. With regard to the request for a detailed study of the Soviet military and economic assistance programs, Mr. Lowenstein :told me that the paper will be used as a basis for follow-on country by country and program by program review with the Department of State and the military of American programs. Although the .Committee would like to have the study in unclassified form, if at all possible, detail and completeness is of greater importance to the Committee than the bobtailing that might be required in a .completely unclassified paper. Called and arranged for her to get a copy of a o Marion Ball, USIA, in response to her request of Friday (to send to Repre- sentative Edward Patten's office). 2. After the Director's briefing of the Arms Control, International Law and Organization Subcommittee of the Senate Foreign Relations Committee, I met with Mr. Jim Lowenstein, Staff Consultant of the Subcommittee, at his request concerning questions posed by Senator Case (R. , N. J.) and Senator Fulbright (D. , Ark.) during the briefing. See Memorandum for the Record. 3. Met with Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, who told me he thought the briefing had gone well and reiterated that the transcripts will be held in the Committee office for review by members if desired and will not be made available to the personal staff of the Committee members. He also indicated that he feels Committee utilization of the transcripts will be complete in one or two days at which time the transcripts will be returned to the Agency for safekeeping. 4. The transcript of the Director's briefing of Senate Foreign Relations committee on 25 March was forwarded to the Committee for their use ard returned to the Agency for safekeeping. 5. Met with Mr. Ralph Preston, House Appropriations Committee staff, in resonse to his call concerning the 22 March Jack Anderson column relating to CIA support of "opium racket in Laos. " I gave Mr. Preston the factual information developed in response to last year's accusations by then Representative John V. Tunney (D. , Calif.). Mr. Preston asked that we also give him a short outline of our review of the matter of the alleged letter ch r in that Vice President Ky once flew opium out of Laos written by 25X1 who was identified as an Agency employee.
