MEMORANDUM FOR THE RECORD
SUBJECT: Director's Conversation with Mr. Clark MacGregor,
Counsel to the President for Congressional Relations
1. This morning the Director told me of a conversation he had
just had with Clark MacGregor regarding Senator Symington's request
(copy attached) which the Director had sent to Mr. MacGregor, Mr.
Kissinger and PFIAB for information.
2. Mr. MacGregor told the Director that he felt neither CIA
nor NSA should agree to Symington's jurisdictional claims over their
activities, but raised no objection to the Director's suggestion that he
designate the undersigned as point of contact with the Symington Sub-
committee.
3. The Director and MacGregor agreed that the death of Senator
Russell had created a "new ball game" in the Senate and, as the
Director said, the Agency is going to be exposed to an increasing
number of "raids" by inquisitive Senate committees and members.
The Director said he saw no indication that Chairmen Stennis or
Ellender would be much help in these circumstances. MacGregor
suggested a meeting between the President, MacGregor, Helms,
Stennis and Ellender. The Director agreed but thought Senators
Milton Young and Margaret Chase Smith should be included,
4. In light of the foregoing, the Director said we should reply
to Symington's letter with a simple response stating only that he
was designating the Legislative Coi nsel as point of contact for the
Symington Subcommittee.

Dear Mr. Helms:
The Subcommittee on United States Security Agreements and
Commitments Abroad of the Foreign Relations Committee has
been reconstituted for the 92nd Congress, and 1 have been
appointed Chairman. The area of responsibility of the,
Subcommittee has been defined as follows:
"Subject to special fact-finding requests which
the full Committee may submit from time to time,
this Subcommittee on its own motion will focus
particular attention on overseas commitments and
military activities abroad which affect the
foreign relations of the United States. During
the forthcoming Congress, this will require
that the Subcommittee follow closely the question
of the duplication of activity in the overseas
intelligence community and of secrecy in the
conduct of foreign policy in a democracy."
The full-time Subcommittee staff will consist of James G.
Lowenstein and Richard M. Moose, both former Foreign Service
Officers, who.have been serving the staff of the Foreign
Relations Committee. Pat M. Holt will also devote some of
his time to the Subcommittee's work.
I would appreciate it if you would designate an off:Lcez- in
your Agency to act as a liaison and point of contact for
the Subcommittee. I would also appreciate it if the Agency
would initiate the necessary procedures for any special

required in light of the Subcommittee's area of responsi-

I am addressing similar letters to the Secretaries of
State and Defense and the Director of the National Security
