15. Received another call from Mr. Wymberley
Coerr, INR, State Department, about an Agency position on S. 2224 and
S. 1887. I told Coerr that we were still in the process of developing a position
and I had no idea at this point as to what decision the Administration would
make as to who should be the spokesman for the Executive Branch on these
bills. Coerr seemed reluctant to develop a State position until the Agency
provided guidance. I urged that, in view of the complexity of this situation,
he develop a State position on the legislation and then we would get together.
I also suggested that he discuss the matter with Mr. Harrison Symmes, Deputy
Assistant Secretary for Congressional Relations, State Department, with whom
we have had general conversations about a number of pending bills.
