1. I I Called the office of Clark MacGregor
in the White House, and, due to his unavailability, talked to Bill Timmons
about Representative Paul McCloskey's (R., Calif) inquiry as to how
to arrange to meet Agency representatives during his planned trip to
Southeast Asia. I noted that one solution might be to tell McCloskey
that our people in the field were responsible to our ambassador and
that if he wanted to see them he should do so through the Embassy.
Timmons thought this was a good idea.
I told Timmons that we had thus far successfully avoided
McCloskey's recent requests for briefings at Headquarters on the
Southeast Asian situation. Timmons said that in such cases it might
be best to refer them to the State Department. I said we tried to do
this, but we are not always successful, and when we get into a really
sticky situation, we sometimes had to appeal to our Committee Chairman.
I said if MacGregor or Timmons thought the problem should be reviewed
we would be glad to sit down with them at their convenience. Timmons
said he might call us.
George Murphy on the staff of the Joint
called to say that he had talked with Dr.
Teller about the statement attributed to him to the effect that the Soviets
were leading the U. S. in computer technology. Teller told Murphy
that there had been some mistake in the report attributing this state-
ment to him, for, in fact, his view on the subject was quite the opposite
of this. Murphy asked that I pass this on to Mr. Duckett.
Murphy asked what the situation was on the Soviet missile
program as disclosed by Senator Henry Jackson (D., Wash.) on Sunday.
He said he understood Senator Symington was making a statement on the
floor of the Senate today including references to the fact that this infor-
mation was not presented in a recent briefing given the Joint Committee
on Atomic Energy. I briefed Murphy on the subject and told him the
information had not been developed at the time the Director briefed the
Joint Committee last month.
