Dear George:
I understand that when Senator Symington was recently
briefed by our SALT delegation in Vienna he expressed particular
interest in the enclosed map depicting the coverage of Soviet
ballistic missile and satellite tracking radars. In view of the
Senator's desire to study this more thoroughly, I am sending it
to you herewith so that it can be made available for the Senator's
examination at his convenience. Because of its special sensitivity,
however, we ask that it be handled in accordance with existing Joint
Committee procedures governing such highly classified material,
and that it be made available only to members of the Joint Committee
and appropriately cleared members of the Joint Committee staff.
