Sourwine, Chief Counsel, Senate Internal Security subcommittee, called to say that despite earlier indications the Subcommittee has decided to print the "Bibliography of Soviet Produced Publications Containing References to the RIS, 1964-1970" which we gave to him in May with some format revision by the Library of Congress. Sourwine said they would have page proofs of the document toward the end of next week and would make a copy available to us at that time for our review and deletion of any material we wish. I reminded him that we had definite reservations about the publication of the section of this document having to do with intelligence and he said we could make whatever deletions we felt were necessary. I mentioned to Sourwine we would be bringing over to David Martin, of "Stairway of War and Deception" for possible publication by the Subcommittee. Sourwine thanked me for our consideration in making this available. the Committee staff, next week the 2. Representative Lawrence Hogan (R., Md. ) breakfasted at the Agency, met briefly with the Director, and discussed with Messrs. Osborn, Warner and members of OLC, a number of items of common interest. As a member of the Employee Benefits Subcommittee, Mr. Hogan felt confident that the Agency will be fully exempted from the House version of the "Ervin bill. " 3. Called Mrs. Lisa Gerard, in OMB, to say that we concurred in the comments which State Department had furnished OMB regarding S. 596 (Case bill) making Executive agreements with foreign nations available to the Congress. 4. In response to a call from Linda Steele, in the office of Representative Robert Michel (R., Ill.), arranged an employment interview for for 10 a. in. , 19 October. We plan to put this in the hands of the Senate Internal Security Subcommittee if they are interested. 2. I Talked with Mr. James Woolsey, General Counsel, Senate Armed Services Committee, and told him that while we were working on material for their staff in connection with the Symington amendment I wanted to alert them to the fact that we could foresee serious problems if the conferees on the Military Procurement Act should decide that the Symington amendment should be construed so as to include the I pointed out that the Agency needed no specific authorization for its funds since we, in fact, had permanent authorization in our basic legislation and any change in this concept would tend to destroy the rationale concerning our budget which has been well established over the years. Woolsey said he understood and would be sure that both Mr. Braswell and Senator Stennis were aware of this. 3. I told Miss Fosdick that I thought there had been very little, if any, change in that situation, but I would check and be back in touch with her. 3. Talked to Mr. Michael Van Dusen, Near East Subcommittee staff, House Foreign Affairs Committee, and rescheduled the informal briefing for the Subcommittee. A tentative date of Wednesday, 13 October, 10:00 a. m. , Room 2200 Rayburn Building, was agreed upon. Mr. Van Dusen will try to confirm the day with Chairman Hamilton in the morning.
