Met with Mr. Art Kuhl, Chief Clerk, Senator Foreign Relations Committee, who told me that the itinerary for Senator and Mrs. Symington's around-the-world trip is very much up in the air. He does not know whether Cambodia or South Vietnam will be included or whether the Senator will proceed from Bangkok to New Dehli. I told him that we could make arrangements for briefing on Cambodia and Vietnam if it would be of help. 25X1A 6. In response to her call, I talked to Judith Spahr, Senate Subcommittee on National Security and International Operations staff, concerning a document in French needed for Tuesday and suggested that, if possible, the document be given to the Library of Congress for translation. I explained to Miss Spahr that we have been pleased to assist Senator Jackson, Chairman of the Subcommittee, on translations for his use but that it is difficut for us to provide routine translation service for their office. Miss Spahr thanked me for the call and said she would request the Library's assistance. 7. Met with Mr. Roger Lewis, Administrative Assistant to Representative Morris Udall (D. , Ariz. ),and returned a personal letter from the Representative that had beenmisaddressedto the Agency's Personnel Post Office box. Mr. Lewis was most appreciative. 8. Met briefly with Messrs. Jim Lowenstein and Richard Moose, Senate Foreign Relations Committee staff, who told me that their travel plans for the forthcoming trip to the Far East do not include Cambodia or Vietnam at this time. They will depart Washington on 6 January through Europe arriving in Bangkok on 10 or 11 January. They will be in Bangkok three weeks returning through Honolulu on 30 or 31 January. Any travel to Cambodia or, Vietnam would be subject to later direction from Washington. 9. Met with Mr. John Martiny, Chief Counsel, House Post Office and Civil Service Committee, who told me that meetings of the full Committee have been cancelled for the remainder of the year. He told me that as near as he knew the Ervin bill, S. 1438, had not yet been assigned to the Committee from the Speaker's office and noted that all previous bills in this area during this session of Congress have been routinely assigned to the Post Office Committee. Talked to Ed Braswell, Chief Counsel, Senate Armed Services Committee, and told him of the conversation the Director and Colonel White had with Senator Ellender yesterday regarding the handling of the Agency budget. (See Colonel White's Memo for Record.) Mr. Braswell told me of some action Senator Stennis had taken in connection with a matter Braswell and I had been discussing recently. (See Memo for Record.) Mr. Braswell said Senator Stennis wanted a briefing on Soviet naval power. He explained the Senator was skeptical of briefings he had been receiving from the U. S. Navy and wanted to get some idea of relative Soviet and U. S. navy capabilities. Braswell said the Senator realized we were not qualified to brief him on the U. S. side of the picture, but he wanted informa- tion on the basis of which to judge "the purpose of the Soviet navy" and "what part of the oceans they can control. " 2. Pat Holt, Senate Foreign Relations Committee staff, called asking that I drop by in the next day or two. 3. Joseph Wolf, State Department, called to say Senator Stuart Symington was sending letters to State, Defense, NSA and CIA requesting briefings for Messrs. Moose and Lowenstein preparatory to a survey trip to Thailand and possibly Cambodia. Wolf indicated State would probably do the briefing on the basis of contributions from the other agencies, and would like to have participating agencies send representatives to a meeting with him on Tuesday, 14 December to discuss the matter. Although Lowenstein had told Wolf that "they had no ax to grind, " Wolf has the impression they will be especially interested in "expansion of the war outside Vietnam" and post-war prospects in Vietnam and Thailand, and, of course, whether restrictions and prohibitions imposed by recent legislation are being observed. John Wilson from the staff of Representative Paul McCloskey (R., Cali$.),called to request a subscription to the FBIS Daily Report for Asia and the Pacific. I told him he could expect to begin to receive the reports in about ten days. I made arrangements with FBIS to initiate the subscription. 11. Called a Mr. Keaney on the staff of the Senate Foreign Relations Committee about his request for copies of I told him our people had made a thorough check but had been unable to come up with anything. He thanked me for our efforts. 12. Delivered to the offices of Senators J. W. Fulbright (D. , Ark. ), Mike Mansfield (D. , Mont. ), Henry Jackson (D., Wash.), Barry M.
