1. I I Talked to Mr. Ralph Preston, Hot; se
Appropriations Committee Staff, who told me that Chairman Mahon will be
in Europe during the recess. Mrs. Mahon and a Department of thr~ Army j
escort officer are travelling with him. Preston does not expect that the
Chairman will make any contact with CIA stations or personnel, to told
me also that he plans to leave early in the morning on a ten-day investi-
gative trip for the Committee visiting various installations

2, I Talked with Frank Slatinshek, Acting
Chief Counsel, House Armed Services Committee, and thanked hiss for
his efforts in getting our retirement bill through the House and getting
Representative Philbin to make the floor statement and sign the le:ter to
the Civil Service Commission on the subject of the transfer of Government
contributions to our Retirement Fund. I also explained to Slatinshek
some of the background on how this issue with the CSC came up. He
seemed to understand completely and added that he had been surprised
that we had been able to "wring out of the Civil Service Commission"
any of this money in view of Andy Ruddock's concern and protective
attitude about the deficiency in the fund.
3. Talked with John Monahan, on they staff
of Speaker John McCormack, about making arrangements to brief
Mr. McCormack from time to time. Monahan was aware that we would
be making some arrangement and said he would have Mr. McCorr- .ck
call me in the next few days.
