I I- GLC) In a chance meeting in the Capi+-ol, Harry Symmes, Deputy Assistant Secretary of State for Congressional Relations, said he understood that when General Westmoreland was testifying before the Foreign Relations Committee he was asked if the Agency had any interest in facilities According to Symmes' information, Westmoreland said he thought there were some Agency interests there and Syrrmes believes Westmoreland was asked to provide the Committee with information on this. I told Symmes we had been in touch with the Pentagon in advance of the appearance of the Joint Chiefs and that General Lambert was we:l briefed on this. He suggested we might want to check with Defense on this. uis looking into this. I 11.. 0- GLC) Talked with Bill Woodruff, Counsel, Senate Appropriations Committee, who said there was some concern in the Senate over the recent changes in the intelligence setup. JGO) Met with Mr. Ralph Preston, House Appropriations Committee stall, and received from him copies of the Committee Print of the Defense Appropriations bill and report. F_ I OPPB, was advised. 25X1A 13. - JGO) Received a call from Mr. John Lally, Assistant Counsel, Special Subcommittee on Armed Services Investigating of the House Committee on Armed Services, who asked if we could verify for Chairman Hebert information given to the Committee a few moments before in hearings that are being conducted today concerning the Cuban International Society of Sugar Cane Technologists who arrived in New Orleans on 26 October 1971 and are being held for deportation. See Memorandum for the Record. 14. - JGO) Met with Mr. William Phillips. Staff Director, Subcommittee on Foreign Operations and Government Information of the House Committee on Government Operations, and reviewed with him the draft Agency response to the Chairman's request of 26 October 1971 concerning "the degree of public participation in formal meetings and hearings conducted within the Executive Branch and other agencies. " Mr. Phillips indicated that the response, in his opinion, would be completely acceptable.
