1. JMM) On Saturday afternoon, in respo?-ise to
his efforts to reach the Director and his resulting conversation with
I called on Senator Stuart Symington at his home in Georgetown

and gave him a copy of the White House press release regarding some
changes in the intelligence community. Senator Symington said that
as a result of news stories on the subject, he wanted to know "what it
was all about. " I said I thought all that was involved was an effort to
tidy up and make more efficient the workings of the intelligence community,
and that no drastic changes were involved. The Senator expressed concern
that delegation of the running of the Agency to the Deputy Director, a military
man, might give the military, who already control:NSA and DIA, dispro-
portionate influence. I said that, on the contrary, it seemed to me that
with Mr. Helms' coordinating responsibility reinforced and clari:''ied we
could argue that the influence of the military was reduced. Symington said
we would just have to see what would happen, and our conversation ended
on an amicable note.
2. - JMM) Called Representative William Minshall
to explain t d been unable to reach him Friday,, I wanted to call
his attention to the White House announcement regarding the intelligence
community, and let him know we would be glad to answer any questions we
could. He said he had just returned to town and was not aware of the
announcement, but when I explained it to him he said it sounded like a
good idea,
3. JGO) Received a call from Mr. Richard Ransom,
Armed Services investigating Special Subcommittee staff of the House Armed
Services Committee, who requested for the Chairman a technical security
sweep of the Committee hearing room. The process of converting the room
from a conference type room to a Committee hearing room is almost
completed. Arrangements were finalized to sweep the Room 2337 RHOB
tomorrow, 9 November 1971, at 7:00 a. m.
