I I Met with Mr. Eugene Mittelman, General Counse o the Minority Stall, Senate Committee on Labor and Public Welfare, and Mr. Donald Elisburg, Associate Counsel of the Labor Sub- committee, to review with them our problem on the Federal employee section of S. 2515, Equal Employment Opportunity Enforcement Act of 1971. Eventually, they agreed with our position, asked for a small package which could be used by Chairman Williams to move for the adoption of a suitable floor amendment to resolve our problem and recommended that we touch base with Irving Kator, Assistant Executive Director, Civil Service Commission. It was agreed that one of the problems in effecting a suitable change in the language is the stand by the Civil Service Commission and others that the section is merely a statutory repeat. 13. DDS staff, called and said it now develops that General Westmoreland was queried about intelligence facilities when he testified before the Senate Armed Services Committee and offered to submit a statement for the record on the subject. We reviewed the portion of the transcript involved and agreed an insert for the record should be given to the Committee drawn along the lines of the fact sheet originally given to DOD in preparation for the JCS appearance before the Senate Foreign Relations Committee. 14. I 11 advised that 25X1A according to his latest information position papers on the foreign aid legislation have gone from State Department and Defense to OMB and from there to Mr. Clark MacGregor, Counsel to the President for Congressional Relations. A list containing items drawn from these position papers and including additional items from Dr. Kissinger has been forwarded to the Foreign Affairs Committee. 25X1A 25X1A 25X1A ;JOHN M.
