4. (Secret - GLC) Mr. I on the DDS staff, called
to alert us to an inquiry which has been received by ASA from Senator
Proxmire's (D. , Wis.) staff about an apparent disparity between various
units in regarding R&R programs (one of which is an Agency
group). Mr. Scott is hopeful that the matter can be answered by ASA
without any direct involvement by the Agency.
5. (Confidential - GLC) After raising with the Director the
question of a response to the inquiries DOD has received fro.,:n Senator
Thurmond (R. , S. C.) about the "special collection" of the Penkovsky
papers, I advised Mr. Stuart French, of ISA, that the Director did not
want these papers released and did not want the inquiries referred to
the Agency. I suggested to French that if they had further problems
with this, the matter should be passed to the Secretary of Defense, who
could contact the Director if he wished. French said he thought there
would be no problem in their handling this but asked for our suggestions
on how to phrase the reply. I told him I would check on this and be
back in touch with him. 25X1

of Security, and gave him updated biographic sketches on
who is the beneficiary of private billQ for transmission to the
Immigration and Naturalization Service. I&NS will prepare an updated
statement for use by the House Immigration and Naturalization Committee
