6. (Internal Use Only - LLM) Spoke to Mr. Hanley, Department
of State, concerning legislation to establish a U. S. Foreign Servic4q Corp
scholarship program (S. 390). Hanley said that as was the case last year
Deputy Director General Howard Mace testified against the legislation
before the Senate Foreign Relations Committee, stating that the existing
sources for Foreign Service personnel were more than sufficient and that
the proposed legislative program was not needed. Hanley said that the
bill may well be favorably reported by the Senate Foreign Relations
Committee, but felt that Representative Wayne Hays (D., Ohio) would
support the Department's position if and when it, reaches the House Foreign
Affairs Committee.
