MEMORANDUM FOR THE RECORD
SUBJECT: Meeting at Justice Department Regarding Final
Report of the Commission on the Reform of Title 18

1. The undersigned, accompanied by General
Counsel, National Security Agency, met with . eo ore ieseman,
Deputy Chief of the Legislation and Special Projects Section,
Criminal Division, in response to the Attorney General's letter to
the Director of 26 May 1971. Mr. Ronald L. Gainer, Assistant
Chief, Legislation and Special Projects Section, also joined the
group. This meeting concerned the Final Report of the Commission
on Reform of Federal Criminal Laws (Title 18). Mr. Wieseman
indicated they were still assembling a staff and had not yet gotten
an individual who could focus on the security laws. He envisioned
a time period of some three to four months of intensive work in
order to producSXq new first draft.
2. Mr. and I reviewed for Wieseman and Gainer the
steps we had taken previously with the Commission as well as with
Justice. Wieseman indicated they have in their possession certain
of the papers that were made available to the Commission and Justice.
3. Mr. Wieseman indicated they are planning to work with
both Judiciary Committees so that when a bill is introduced it,
hopefully, will reflect the general consensus of ,the two Committees
as well, as the Executive Branch. He expects assistance and contributions
from all executive agencies in order to get a good product.

4. Mr. Wieseman specifically stated he was relying on
the other agencies to pick up crimes which were included in other
parts of the United States Code other than Title 18. I mentioned
to them the RSM II as a possible aid in this connection. Mr. Gainer
pointed out they were moving forward in Justice on their automated
legal research but were not operational and possibly would not be
for some time. In any event, arrangements were made for them to
visit the Agency on 11 June 1971 to look at the RSM II.

5. Mr. Wieseman said he would rely on agencies such as
CIA and NSA for assistance in the security law field. We said we
would do everything possible to be helpful. Wieseman asked if we
had any research papers that might be useful. I stated I was sure
