3. Met with Mrs. Anne Sullivan, in the office
of Senator Sam J. Ervin (D., N. C.), and left with her a suggested reply
to a constituent inquiry from Mr. R. A. Claridge having to do with Air
America. The reply stated the Agency did not comment on allegations
concerning its activities, but did discuss the matter of congressional over-
sight of the Agency which had been raised in Mr. Claridge's letter.
Mrs. Sullivan said the suggested reply was most helpful.
4. Called Harry Symmes, Deputy Assistant
Secretary of State for Congressional Relations, to say I planned to see
Senator Clifford P. Case at the first opportunity in response to his letter
to Secretary Rogers inquiring about Government relations with various
aircraft charter companies. I said I planned to remind Senator Case that
this subject had been discussed a year and a half ago at a Senate Foreign
Relations Committee briefing which he attended and refresh his recollection
regarding information provided at that time. If this didn't satisfy him
I said I hoped to find out just what it was he was driving at and why and
I would pass the results on to the Department. Mr. Symmes said this
seemed a good idea to him.
5. 1 Met with Robert Horner, Chief
Investigator, House Internal Security Committee, and he gave me material
on and on the which were forwarded to
of WH Division, and of CI Staff, respectively.
6. Delivered to the offices of Senators Mike
Gravel (D. , Alaska), Thomas Eagleton (D. , Mo.) and Representatives
Robert Michel (R., Ill.), Philip Crane (R. , 111.), Joe D. Waggoniner (D. ,
La. ), and G. V. Montgomery (D. , Miss.) FBIS items in which their names
were mentioned.
7. Talked to Mr. Bun Bray, Associate Staff
Director, House Post Office and Civil Service Committee, who told me that
the hearings scheduled for next week on H. R. 3807, a bill "To amend title 5,
United States Code, to establish and govern the Federal Executive Service,"
has been cancelled. The Administration now desires a delay until next year.
Mr. Bray indicated that at such time as hearings are finally scheduled or
other interest evidenced in the bill, he will be pleased to sit down with Agency
representatives and go over our needs with us.

1. Met with Ed Braswell and Jim Woolsey, Senate
Armed Services Committee staff, and expressed our appreciation for their
efforts and those of Senator Stennis in obtaining the amendment which we
had requested to Section 405(b) of the Foreign Assistance bill (Ii. R. 9910).
We discussed possible future courses which the Senate could take on the
Foreign Assistance bill and agreed that the Senate will probably come up
with a "bare bones" bill. It was also agreed, however, that the effort
expended on floor debate last week would be useful if some of the controversial
provisions are included in the new bill.
Braswell and Woolsey reported that at Monday's meeting, the Senate/
House conferees had discussed the Symington amendment and, while no
final action was taken, it was generally agreed that clarifying language
would be placed in the statement on the part of the managers to indicate
that normal embassy and station costs were excluded from the $350 million
ceiling. We discussed several alternative ways of expressing this. The
only change that will be made in the Symington amendment will be the
substitution of the word "funds" for "expenditures" as requested by the
Department of Defense. See Memo for the Record.
In response to his request, I brought Woolsey up-to-date on the
latest information on new Soviet ICBM silos. Woolsey said Senator Jackson
would be interested in this information, and I subsequently gave the same
briefing to Dorothy Fosdick, Senate Subcommittee on National Security and
International Operations staff.

has learned the Air Force received from the , tateDepartment a copy of
se's letter of 27 September 1971 requesting information regarding
various aircraft charter companies and their relationship to the U. S.
Government. Colonel Joseph Williams, in the Air Force, is drafting
their response but said he appreciated the sensitivity of the information
involved and would not release the response until he hears from us on
the results of Mr. Maury's visit with Senator Case on the subject.
