Received another call from Mr, Wymberley Coerr, IN a_e epartment, about an Agency position on S. X224 and S. 188?. I told Coerr that we were still in the process of developing a position and I had no idea at this point as to what decision the Administration would make as to who should be the spokesman for the Executive Bran~:h on these bills. Coerr seemed reluctant to develop a State position tuntil the Agency provided guidance. I urged that, in view of the complexity of this situation, he develop a State position on the legislation and then we would get together. I also suggested that he discuss the matter with Mr. Harrison S}rmmes, Deputy Assistant Secretary for Congressional Relations, State Departm~,nt, with whom we have had general conversations about a number of pending bills. Journal -Office of Legislative Counsel Friday - 30 July 1971 Page 4 I talked with Mr. Eugene Krizck, and su sequently with Mr. Harrison Symmes, of the State Department, about information on congressional travel. (I was specifically interested in anything State had on the upcoming travel of Senator Dole.) Krizelc and Symmes advised me of their strict policy against providing docuxazentation on congressional travel outside the State Department because of f.he sensitivities of certain Members, but Symmes offered to set up a reading file in the office of the Executive Secretary, Walter Weiss, which someone from our office was welcomed to come over and read on a periodic basis. I told 5ym,nes this would be very helpful. Mr. Symmes advised me that John Marks, in the office of ~~enator Clifford Case (R. , N. J..), has advised State Department of his in#:ention to travel to Southeast Asia during the summer congressional recess and has indicated an interest in talking with Agency representatives while there. Symmes was interested in our reaction to this. I told him my ow~i feeling was that we would provide such information as the Ambassador wished us to by way of background briefing as a member of the country team, but that we would not provide special Agency briefings nor would we brief Marks on Agency operations in the area. I made clear, however, that this was not an Agency reaction and that the matter would have to be taken up wits the Director before I could respond officially. I ~ Mr, Egil (Bud) Krogh, of the W~ute House staff, returned my call of yesterday regarding the .still outstanding request of Senators Muskie and Ribicoff for the appearance of the Director, along with Secretaries Rogers and Laird and Attorney General Mitchell, to testify on the co~m- pTici~y of-'prominent Southeast Asian officials in the drug traffic. Krogh said Muskie had just "torn us to shreds" for failure to reply earlier. I told Krogh that we had been concerned over the delay in replyin7 to the request (o.f 7 July) and told him of a draft response we proposed to send at once. He asked that we defer this until we could have an interdepartmental meeting to decide who should respond far the Administration and what line they should take. After discussing the above with the Director, I called Mr. Liddy to say that we .felt it important: that a State Department representative be present since the matter o.f identifying by name prominent Southeast Asian leaders was one which should primarily 25X1 be of State Department concern. He thanked me for the call and said he would consider it. 8. ~ ~ Bill Burke, in the district office of Representative Robert A. Roe, called to say a constituent of Mr. Roe's, Anthony Iuvone, was missing on a vessel, "The Elizabeth" belonga.ng to the Iuvone family which had disappeared without a trace last April en route from Ft? Lauderdale to La Guaira, Venezuela, Burke said the vessel-was a 12, 000 ton LSM flying the Panamanian flag, with a crew consisting of Venezuelans, Cubans and Colombians, and had been due in La Guaira on 10 April. Although the Coast Guard,: Interpol and State Department have investigated without resixlts, Iuvone's brother Benjamin suspects the vessel may still be afloat in the Caribbean, possibly in:aCuban port.
