Approved For Release 2007/0113'611LRQP73B00296R000300260096-6 Journal - Office of Legislative Counsel Tuesday - 8 June 1971 Page 2 25X1 1I had lunch with Mr. Jack Leahy, Office of ongressional Relations, State Department, Nyho told me that Senator Fulbright (D. , Ark.) referred the Radios bill to the Office of Legislative Reference, Library of Congress, for "nonpartisan evaluation of the effectiveness of the Radios" and put over any further consideration of the bill until his return from his trip out of the country. Mr. Leahy told me that the House version of the bill has been referred by the Parlirnentarian to the House District of Columbia Committee on the premise that the bill will require issuance of a charter for the subject organization. Attempts are being made to get Chairman Morgan, House Foreign Affairs Committee, together with Chairman McMillan, of the House District Committee, to attempt possible reassignment of the bill to Foreign Affairs or expedite handling by the District Committee. If the bill remains with the District Committee, which may well happen, consideration may be given to having Chairman Morgan introduce a similar bill and, in effect, make himself a cosponsor of the legislation.
