II reported to Harry Symmes, Deputy Assistant
Secretary of State for Congressional Relations, Senator Ellendeg?'s position
with regard to the use of the continuing resolution for interim fuyzding of the
Radios pending congressional action on the Case bill. Symmes said that he
and Assistant Secretary David Abshire had seen Senator Fulbright over the
weekend and Fulbright reaffirmed his opposition to the revised Case bill and
suggested to State that they go back to Case's original proposal. Symmes
added there will be an executive session of the Senate Foreign Relations
Committee this morning and the subject of the Radios is on the agenda.

4. CI Staff, called to say that
Harvey Wellman, Special Assistan o e ec etary of State for Narcotics
Matters, had been in touch with him about a reques e a received from
Dr. John J. Brady, Jr. , of the House Foreign Affairs Committee staff, for
a copy of the report on the drug problem which was referred to in the New
York Times article the other day. Brady had also asked about the author
of the report. ~`~uggested it be referred to as a report prepared by
BND:D and CIA. u is forwarding us a copy of the report for transmitta 25X1
to Brady,
