5. I I I talked to Mr. Ralph Burr, Legislative Reference
staff, UM 13, in response to OMB's request for views on the State Department_
proposed draft bill "To provide for the establishment of all American Council
for Private International Communications, Incorporated, to grant support
to the activities of private American organizations engaged in the field of
communication with foreign peoples." I told Mr. Burr that the Agency
supports generally the proposed legislation. I also outlined for him a
prime consideration that the legislation protects the private as opposed to
governmental nature of the Radios. Mr. Burr thanked me for the call.
