7. Mr. Harry Symmes, Deputy Assistant Secretary
of State for Congressiona Relations, called to say that Senator Lowell P.

going to Canada on behalf of Mrs. Downey. He has asked State"s advice on
this and Symmes wanted to get our views. I told Symmes that in the current
climate we felt the most effective negotiations would be those w~dertaken by
private individuals and the less official intervention the better. t mentioned

government and it would be best to let that situation develop without interference..

of the polygraph were in connection with legislation that is being drafted to
prohibit the use of the polygraph. I told her I believed this subject had
been studied by congressional committees previously and that I wo?ild see
if I could came up with a citation to such committee hearings or reaorts.

Met with Mr. Ralph Preston, House Appropriations

retirement investment program. Mr, Preston had no questions and
seemed mildly impressed by the program. Mr, Preston passed on to me
that the Chairman, by remarks relating to the meeting with Agency and

tight, The Committee is already getting behind supplemental and reprogram-
ming legislation. Also, the Chairman has mentioned his desire fora
meeting of the "special group;" unless something happens to force a change,
there is little time available to schedule one, As an item of old business,
Mr. Preston also noted that there will not be time in the next week or so
for any review of files,

say he was setting up a meeting with House Speaker Albert regardin; RFE
and RL for Wednesday morning and asked i.f Mr. Meyer and I would be avail-
able. I said we would and Mr. Abshire will .let us know later of th~~ time and
place of the meeting.

McGovern inquiring about opium traffic in Southeast Asia. I read ~3ymmes our
dra.fL- reply, which I said I hope we could convey orally but might p'zt in writing
if the Senator insisted. Symmes said he would let me know by tomorrow morning
how State plans to respond.
