13. I I Called Mr, Ralph Burr, Legislative
Reference Service, OMB, about the status of departmental reports on S. 596,
the Case bill dealing with international agreements. He said that OMB had
received reports from the National Security Council and ate but not Defense
and that the Administration would oppose the bill. In response to his inquiry,
I told Mr. Burr that while we did not want to get out in front on the bill, we
do have serious problems with State' s suggestion that intelligence agreements
might be made available to the Senate Foreign Relations Committee and we
would prefer the more explicit objection to the bill which we understand will
be in Defense's proposed report. Mr. Houston was advised.
