8. Met with Dorothy Fosdick, Staff Director, Subcom-
mittee on National Security and International Operations, whom I briefed 25X1
on the White House announcement regarding the intelligence community.
I talked with Jim Woolsey, Senate Armed
Services Committee staff, and Frank Slatinshek, House Armed Services
Committee staff, about possible language for the Joint Explanatory Statement
of the Committee on Conference on the Military Procurement Act. The
statement pertaining to Section 505 will indicate that it is not the intent of
the conferees to jeopardize or reduce funds available for the operation of
the embassy in Laos, or for those normal and usual expenses of the embassy
as would be incurred in the absence of any military, paramilitary, or
economic assistance programs. Both Woolsey and Slatinshek said the
Committee staffs would meet this afternoon to decide on the precise final
wording.

4, and I met with Ed Braswell, Chief
Counsel, Senate Armed Services Committee, whom we briefed on the
planned White House announcement regarding the intelligence community.
Mr. Braswell foresaw no major problems but inquired as to how this would
affect our budget process and remarked the Director's new responsibilities
would expose him to more congressional inquiry and interest. He asked
whether the Director would be called upon to defend the entire community
budget to which we replied that it was too soon to say, but presumably he
would at least be consulted on this subject.
5? Met with Representative Frank Bow whom I
briefed on the upcoming White House announcement regarding the intelligence
community. Mr. Bow seemed to think this was a constructive development,
but remarked the Director would come under increasing pressure from
Congress for an accounting on the activities of the community.
Mr. Bow asked about the reactions abroad to the U. N. action on
China representation. I said I would see what we could pull together and
let him know next week.
6., Met with Senator Milton Young whom I briefed
on the upcoming White House announcement regarding the intelligence
community. Senator Young generally favored the President's action, but
noted that in view of the drastic cuts being imposed on other intelligence
agencies, that the Director, in view of his new authorities, might be blamed
for engineering these. I said I didn't think this likely, since other members
of the community should be aware of the congressional economy drive, which
preceded any decisions regarding the intelligence community.
7?. Met with Senator Peter Dominick whom I briefed
on the upcoming White House announcement regarding the intelligence
community. He seemed to think this was constructive but he would be 25X1
interested in knowing how the community budget will be handled beyond what
has already appeared in the announcement.

1. 1 11 Received a call from Mr. Frank Slatinshek,
Assistant Chief Counsel, House Armed Services Committee, who told
me that he has a draft of language for the conference report and wants
to insure that it meets our needs as much as possible. I told him that
Mr. Maury andI were on the Hill and I would have one of them
meet with him as soon as possible.

and Margaret Chase Smit and Representative Mahon whom he briefed on
