(Internal Use Only - LLM) In response to my request of yesterday Mr. Brian Hessler, Administrative Assistant to Representative W. E. Brock (R. , Tenn. ), reported that S. 823 (Fair Credit Reporting Act) will be the subject of extensive hearings, the Banking and Currency Committee is aware of the Administration's interest in preserving Govern- ment agency access to credit reports, and the prospects for passage in some form look good. 2. (Internal Use Only - LLM) Talked to Robert Hull, Department of State, concerning the disability provision of the Foreign Service Retire- ment Act. See Memorandum for the Record. 3. (Unclassified - JGO) Delivered to Miss Dorothy Fosdick, Staff Director of the Senate Subcommittee on National Security and Inter- national Operations, a copy of - report of Defense Minister Grechko's speech in Minsk on 15 March. STATSPEC 4. (Secret - JGO) Met with Mr. Ralph Preston, on the staff of the House Appropriations Committee, who told me that the Defense Sub- committee will be meeting with Mr. Froehlke next Monday, March 23, on the subject of "overall intelligence. " Mr. Preston indicated that Mr. Froehlke will be appearing in his capacity as special assistant for intel- li-gence. -He indicated that this hearing will be followed by hearings the following day with DIA in the morning and NSA in the afternoon. I briefed Mr. Preston on several items of intelligence. See Memo for the Record. (Internal Use Only - JGO) I received a call from Mr. STATOTHR Cary Brick, Assistant to Representative Robert McEwen (R., N. Y. ), concerning the case of Mrs. Mr. Brick asked that I come by during the da tomorrow to review a draft letter that has been prepared for Mrs. STATOTHR 6. (Confidential - GLC) Jim Kendall, on the staff of the Senate Preparedness Subcommittee, called to say that he was preparing answers for Senator Stennis to use on a radio program and would like our assistance on one having to do with U. S. citizens going to Cuba ostensibly to work in Castro's cane fields. Coupled with this is the question of whether these individuals are learning revolutionary tactics while in Cuba. Kendall is interested in knowing what the Government's position is on these people and what action, if any, will be taken upon their return. He recognized that this is not basically an Agency matter but said he would appreciate any help we would give him. I referred Kendall to a statement by Senator Eastland on the floor of the Senate on Monday on this very subject pointing out findings by the Senate Internal Security Subcommittee and its plans for further study of this question. I also arranged for Jack Leahy, of the State Department, to provide Kendall with a press statement made by State officials this week on the subject. 7. (Secret - GLC) In response to the question from George Murphy, on the staff of the Joint Committee on Atomic Energy, regarding the status of our inquiry into the case, I checked with Jim Angleton who is making external inquiry and advised Murphy that Angleton might also be in touch with Bill Riley, of AEC, on this. 8. (Confidential - GLC) In response to his inquiry to Mr. Maury yesterday, I advised Jay Sourwine, on the Senate Internal Security Committee staff, that the "computerized list" to which he made reference was an all inclusive list from which it was virtually impossible to extract the information he requested since the list had not been programmed to obtain this result. 9. (Secret - GLC) Hand carried to Bill Woodruff, on the staff of the Senate Appropriations Committee, a copy of the Director's prepared statement which the Director gave to the Senate Foreign Relations Committee last Friday. Woodruff is coordinating with Ed Braswell on the briefing of the combined Senate Subcommittees. I briefed Woodruff on a number of current intelligence items. See Memo for the Record for details. (Confidential - GLC) Picked up from the Senate Internal Security Subcommittee the transcript of the executive session with This will be forwarded to DDP for review. 11. (Secret - JMM) Representative William E. Minshall (R., Ohio) (new member of the CIA Subcommittee of House Appropriations) visited Headquarters for an orientation briefing. Colonel White explained the responsibilities and relationships among members of the intelligence community and the DCI's role therein. He then discussed the organization and activities of the Agency. John Clarke covered the Agency budget and personnel strength. Following the briefing Mr. Minshall lunched with the Director, General Cushman, Colonel White and Messrs. Karamessines, Smith, Duckett, Bannerman and Maury. During the discussions, Mr. Minshall indicated particular interest in our communications and said he would like to return for a more detailed briefing on this subject. He asked several questions about our assessment of military intelligence and especially the attache system. On departing he commented critically on DIA's past performances. 12. (Secret - JMM) Ed Braswell, Senate Armed Services Committee staff, called in behalf of Chairman Stennis to ask about the situation in Cambodia and I summarized for him highlights of our last situation report. 13. (Secret - JMM) Bill Woodruff, Senate Appropriations Committee staff, called to say that arrangements had been made for a joint session of the two CIA Subcommittees at 10:00 a. m. on 23 March in room 212 Old Senate Office Building for a briefing on the general situation in Southeast Asia, to cover recent developments in Laos and Cambodia and update the Director's earlier briefing on Vietnam. Woodruff said that Senator Margaret Chase Smith would probably attend as a new member of our Appropriations Subcom- mittee. (Confidential - GLC) Jay Sourwine, on the staff of the Senate Internal Security Subcommittee, called and asked if we had any information about American citizens who either have been:or are being trained by Al Fatah. Sourwine--recalled earlier repblts that 145- western youths including about four or five Americans were involved. He also said that in February another broadcast indicated that certain Black Panthers were in contact with Al Fatah. Sourwine said he knew we had nothing on this when he made an earlier request but wanted to check again. I told him that I was quite confident that our answer would be the same this time but I would check and be back in touch. 2. (Secret - GLC) Hand carried to Ed Braswell, on the staff of the Senate Armed Services Committee, a copy of the prepared statement which the Director gave to the Senate Foreign Relations Committee last Friday. Braswell commented that Senator Stennis would not be available for a meeting of the combined CIA Subcommittees on Friday but he (Braswell) is checking with Bill Woodruff, on the staff of the Senate Appropriations Committee, on the possibility of a meeting on Monday. I briefed Braswell on a number of current developments. (See Memo for the Record for details. ) 3. (Secret - GLC) Debriefed Colonel Everett Harper, presently assigned to the Senate Preparedness Subcommittee staff,on the termination of compartmented clearances. Colonel Harper is leaving the Subcommittee and retiring from the Air Force at the end of the month and is accepting a position with the Raytheon Corporation as its representative on Capitol Hill. Colonel Harper expressed his appreciation for the assistance given him by the Agency over the years. James Kendall, of the Preparedness Subcommittee staff, asked if we would be good enough to change the combination on their combination safes after 1 April. I told him we would be glad to. Marsh (D., Va. ), the Congressman's letter concerning an inquiry he had received about alleged CIA support of S.D.S. I assured Mathisen that this was not the case and indicated that we would prefer not to give the Congressman a written answer unless there were extenuating circumstances. Mathisen thought a letter from us would not be necessary but he would discuss the situation with Mr. Marsh and let us know if anything further is required. 5. (Unclassified - JGO) Delivered to the office of Representative Mendel L. Rivers (D., S. Car.) a personal letter from the Director. 6. (Internal Use Only;- JGO) Met with Mr. Boyd Crawford, Staff Director, and Miss June Nigh, Senior Staff Assistant of the House Foreign Affairs Committee, and made preliminary administrative arrangements for the Director's briefing Tuesday, 24 March, at 10:00 a. m. in room 2172 Rayburn House Office Building. Mr. Crawford will introduce me to the Committee reporters Thursday morning, 19 March, and arrangements for security control of the reporter's notes and the transcript will be finalized at that time. 7. (Confidential - JGO) Received a call from Mr. Paul Goulding, Administrative Assistant to Senator Claiborne Pell (D. , R. I. ), who advised that about whom he had inquired earlier in the week, is apparently a medical doctor and is in contact with f the Agency Medical Office. I told Mr. Goulding I would check the application and be back in touch with him. 8. (Confidential - JGO) Received a call from Mr. Cary Brick, Staff Assistant to Representative Robert C. McEwen (R., N. Y. ), who advised he had not been able to make contact with an appropriate individual in the Air Force Casualty Branch and requested assistance in identifying the proper individual here in Washington. After checking through the Office of Personnel, I gave Mr. Brick the names of Major Jackson and Sergeant Peterson (Code 11-78116), Pentagon liaison personnel Air Force Casualty Branch. (Unclassified JMM) Mrs. McNulty, in the office of Senator George Murphy (R. , Calif. ), called to say the Senator unfortunately would be in California on Thursday, 19 March, and would have to postpone our dinner. .10. (Unclassified - JMM) Talked to Representative William E. Minshall (R., Ohio) who said he would be free to come to Headquarters earlier than planned on Wednesday, 18 March, and we agreed he would arrive at 10:00 a. m. and stay for an early lunch. He will have to be back at his office around 1:00 p.m. 11. (Confidential - JMM) Jay Sourwine, Senate Internal Security Subcommittee staff, called to say he had "reliable information" from an unidentified source that the Agency had a "computerized list of all U. S. nationals who had made the trek to Cuba. " I asked if he referred to people like the cane cutters who had paid brief visits and he said he was interested in everybody if we could conveniently run off their names. I told him I would look into this and be back in touch. 12. (Internal Use Only - LLM) Sue Gerrick, in the office of Representative Charles Teague (R. , Calif.), called on behalf of a constituent for the names of Afro-Americans who hold positions of influence (i. e. , policymaking power) within CIA. I explained the statutory provision protecting the disclosure of the names, positions, and numbers of CIA employees against unauthorized disclosure. She said she under- stood and asked if we could send her information relating to our statutes, which we did. Ruth Gillard, IG office, referred me to a similar inquiry to which Mr. Jake Goodwin responded in similar fashion. 13. (Unclassified - LLM) Ruth Hansen, in the office of Repre- sentative William Mailliard (R., Calif.), called to determine the relation- ship between the National Security Council and the Agency and the frequency with which the NSC deals with Agency matters. I explained the statutory relationship and, on her other question, referred her to the office of the Staff Secretary, National Security Council. Bray (R. , Ind.), said the Congressman wanted information on a former Iraqi general which BR supplied and I relayed as follows: Merkle was most appreciative. 15. (Internal Use Only - LLM) Spoke to Brian Hessler, Administrative Assistant to Representative W. E. Brock (R. , Tenn. ), concerning the prospects of S. 823 (Fair Credit Reporting Act) which is of interest to the Agency. The Congressman is on the Banking and Currency Committee which will be consider- ing the measure and Mr. Hessler said he would be happy to check into it, without disclosing our interest. 16. (Internal Use Only - RJK) Delivered to the offices of Representative Thomas Pelly, and Senators George McGovern, Edmund Muskie, Alan Cranston, Frank Church, Strom Thurmond and Mike Mansfield, which mentioned their names. (Secret - JGO) I talked to Mr. Arthur Kuhl, Chief Clerk, Senate Foreign Relations Committee staff, who told me that he has had no requests from Committee members for the transcript of the Director's briefing of 13 March 1970. In consequence, the transcript will be delivered to the Agency from the reporters when it is completed this afternoon. The transcript of the Director's briefing of 28 October 1969 was forwarded to the Committee for use during the day and will be returned to the Agency at the close of business. 2. (Internal Use Only - JGO) I received a call from Miss Judy Spahr, Subcommittee on National Security and International Operations. She requested, when available, a copy of Soviet Defense Minister Grechko's address of 15 March 1970. The office of DDI has been advised. 3. (Internal Use Only - JGO) Met with Mr. Cary Brick, Staff Assistant, and John Mellon, Administrative Assistant, to Representative Robert McEwen (R., N. Y. ), in response to Mr. Brick's earlier call concerning Representative McEwen's request for a meeting with an Agency representative on 3 April for Mrs. , wife of a missing Air Force officer. After a rather lengthy discussion, Mr. Mellon agreed that he would contact the Air Force Casualty Branch and discuss request with them. Mr. Mellon requested that the facts be ascertained for Representative McEwen's personal information, whether 1111111111111111111was involved in Agency work at the time he was lost.
