1. Bob Wichser, in the office of
Representative Paul Findley (R. , Ill. ), called on behalf of a professor
friend of the Congressman's regarding the conflict of information between
the press and Government officials on the Phoenix program and what
information we may have given to our congressional oversight committees
on this subject. I referred him to Ambassador Colby's testimony in open
session before the Senate Foreign Relations Committee and told him that
the information we give our congressional committees is classified, but
even if it wasn't classified, it would be improper for us to speak for a
congressional committee. He agreed.

Later discussed the above with Boyd Crawford, of the Committee staff,
and after checking with the Director told hirn that the Director could appear
at .10:00 a. rn. on Tuesday, 24 March 1970. The briefing wi1.l be a general
world roundup in executive session in room 2172 Rayburn House Office Building.
Crawford said it would run "at .least until noon. "

4. Informed Russ Blandford, Chief Counsel
of the House Armed Services Committee, Ralph Preston, Staff Assistant
of the House Appropriations Committee, Ed Braswell, Chief of Staff of
the Senate Armed Services Committee, and Bill Woodruff, Counsel of the
Senate Appropriations Committee, of plans for the Director's appearance
before the House Foreign Affairs Committee. None seemed to find any
major problems.
5. Talked to Bi.l1 Woodruff, Counsel of the
Senate Appropriations Committee, who said that Chairman Russell had
asked Woodruff to see Chairman Stennis, of the Senate Armed Services
Committee, and suggest Stennis, in Russell's absence, convene a meeting
of our two Subcommittees, probably Friday, 20 March. Woodruff said
that if Stennis was unable to do so, Russell wanted Ellender to convene
the CIA Appropriations Subcommittee alone. Woodruff said that Russell
felt strongly that our Subcommittees should promptly be informed of the
situation in Laos, and apparently contemplated not covering any other
matters. Woodruff remarked that Senator Margaret Chase Smith would
probably ~ soon be added to our Appropriations Subcommittee and would
be invited to attend the session.
6. Called Bert Tollefson, Assistant Administrator
for Legislative Affairs AID, and gave him a rundown of the Director's
appearance before the Senate Foreign Relations Committee on Friday,
13 March. Tollefson was aware of the Director's conversation earlier
today with Administrator Hannah of AID, and I said I hoped that this
brought everybody up-to-date and they would receive no more questions
about AID relations with CIA in Laos. Tollefson said he had heard nothing
from the Committee so far and hoped the matter was closed.

staff, called referring to the Richard Halloran article in the 14 March
New York Times on the Director's testimony before Senate Foreign
Relations on 13 March and said the details given the Fulbright Committee
on CIA's use of AID as a screen for operations in Laos would have a
direct bearing on what action could or should be taken to handle a
similar line of inquiry by the Passman Foreign Operations Subcommittee,
as discussed with Mr. Maury on Friday. Preston said he did not need an
Ralph Preston, House Appropriations Committee
answer until Monday morning.

House Foreign Affairs Committee, called in response to my call to him on
Friday to say the Committee had scheduled Secretary Laird to testify on
Laos on Tuesday, 17 March, and Secretary Rogers on Thursday, 19 March,
and would like to have the Director appear on Wednesday, 18 March. I
told Crawford that the Director wished me to see Chairman Morgan and
raise the question of whether, in view of the President's recent statement
and the appearance of Laird and Rogers, an appearance by the Agency would
really be useful. Crawford said Morgan still had not returned from the
weekend, but he thought the Chairman would wish the Director to appear
primarily in order to ease the pressures exerted by several Committee
members who are demanding the full Laos story.
After checking with the Director I called Crawford back to say that
the Director was not available on Wednesday, 18 March and suggested
Friday, 20 March. Crawford said he would take this up with the Chairman,
and undertook to arrange a meeting between the Chairman and me this
afternoon to work out details.
Following the Director's briefing of the CIA Subcommittee of House
Appropriations, I met with Crawford and tried to arrange a date for the
Director to meet with Chairman Morgan and Representative Ross Adair
(Ranking Minority Member) regarding a possible appearance before the
Committee. Chairman Morgan was not available, but I explained to Crawford
our reasons for hoping that our appearance could be avoided.
13. Received a call from Mrs. Gwen Lewis,
Executive ecretary to Senator Len B. Jordan (R. ,Idaho), who said that
Senators Cranston and Church had been making speeches and getting headlines
in Idaho papers about "14, 000 or 15, 000 Meo tribesmen on the CIA payroll. "
According to Mrs. Lewis, Jordan, on the basis of the President's statement,
has been denying this allegation, but wishes reassurances that he is not getting
out on a limb. I suggested she try to get her answers from the White House.
She said she had called Ken Be Lieu, who was out of town, and "Tappin"(phonetic)
in Defense who referred her to "Colone.l Palmer" who referred her to CIA. I
said I still thought the answer should come from the White House and suggested
she call Bill Timmons there.
After checking with the Director, I called Mrs. Lewis back to say we
wanted to be helpful but definitely thought the Senator should get details from
the White House. However, I said the "numbers game" was tricky and the
Senator would be well advised not to be drawn into it. Mrs. Lewis said she had
just talked to the White House and been told that the number of Meos on the CIA
payroll was 8, 000. I repeated that this question of numbers was tricky business,
and said the figures might vary depending on what yardstick was used and what
period we were talking about, and hence it mi ht be safer if the Senator backed
off from

15. Met with Chairman L. Mendel Rivers,
House Armed Services Committee, and explained our problems in connection
with the request of the House Foreign Affairs Committee for a briefing on Laos.
I said the Director proposed to meet privately with Chairman Morgan and
Representative Ross Adair to try to persuade them that, in view of the
upcoming appearance of Secretary Rogers and Secretary Laird and the
President's recent statement on Laos, an appearance by the Agency would
not be necessary. Rivers said he felt this was about all we could do, adding
that he had high regard for Chairman Morgan, in whom we could place
complete confidence,
16. Met with Carl Marcy, Chief of Staff, Senate
Foreign Relations Committee, and called to his attention the fact that
the transcript of the Director's testimony before the Gore Subcommittee on
2 March 1970 had apparently been taken apart, since when we picked it up
on 4 March the pages were reversed, Marcy called in Art Kuhl, who handles
security matters for the Committee, who confirmed the reversal of the pages
and explained how the transcript had been handled. Marcy directed Kuhl to
investigate the matter thoroughly.

2? Marian Czarnecki, on the staff of the House
Committee on Foreign Affairs, called and asked if we would review two
reports which have come to Representative Dante Fascell's (D. , Fla. )
attention and which he had asked to have referred to us. One of these has to
do with the arrival of "mysterious cargo from the Soviet Union" in Cuba and
the other has to do with the recent Cuban confiscation of a private boat,
the Jocelyn Sea. These reports were picked up from the Foreign Affairs
Committee and have been forwarded t n OSR for review. 25X1A

of Security, who inquired whether this office ever arranged a briefing on
Radio Free Asia and Chinese Communist radio facilities and jamming capa-
bilities, for Mr. Nathan Cohan and Mr. Hilliard (last name unknown.) The
briefing obstensibly would have been at the request of Representative John
Dowdy (D. , Texas). OLC files, CA staff and China Operations, DDP, have
been checked and no record was found of such a briefing. as been

Ariz.) who will be traveling to Vietnam on House Appropriations Committee
business over the Easter recess. (See Memo for the Record. )
6. Met with Representative Edward Hebert (D. ,
La. as a fol owup to his request earlier in the week re close-out of project
I advised him that the final report on the performance stability,
and control data was dated 26 September 1969. Representative Hebert
expressed appreciation for our having kept him up- o-date on this project
and advised that it will be included as an item for Committee coordination
in the Army briefings starting next week. At his request I passed the basic
information and project references to Mr. Earl Morgan of the Armed Services
Committee staff.
Representative Hebert raised the question of the My Lai incident
and, somewhat in confidence, expressed concern for the fact that the Agency
people in the field at the time apparently knew nothing about this incident.
After discussion he seemed to agree that it probably was not our responsibility
but that it is still difficult to understand how such an incident would go unnoticed
by people in the immediate area. There was no indication that he intends to
involve the Agency in this matter.
I briefed Mr. Hebert on the following items:
a. Friction between Egyptian military and
Soviet advisors;
b. Soviet air shipments into Egypt during the week;
c. Soviet pilot activity in Egypt;
d. Logistical and other limitations on Communist
forces action in Laos;
e. Soviet Hen House radar.

7? I I Met with Mr. Arthur Kuhl, Chief Clerk, Senate
Foreign Relations Committee, and discussed with him Committee procedures
in the handling of sensitive transcripts. Among other items, Mr. Kuhl advised
that Senator John Tower (R., Texas) had not followed up on his earlier request
to review the Director's testimony of 28 October 1969 and 2 March 1970. He
requested that these transcripts be forwarded to the Committee again tomorrow.

forces action in Laos;
d. Soviet Hen House radar.

Foreign Commerce, and received from him a copy of the rough draft of a
Committee report on investigation of CBS news programming policies.
Mr. Manelli requested, if possible, that our review be completed and the
draft returned early next week.

10, I I Accompanied Chief, FE Division,
who briefed Chairman John Stennis, Senate CIA Subcommittee of Armed
Services, on the situation in Laos. Senator Stennis, who had requested the
briefing yesterday, was particularly interested in getting reassurances that
no Agency personnel were involved in combat operations. 25X1A
summarized the history of our Laos involvement, the policy authority under
which we had acted, the numbers of our personnel involved, our casualties
to date, and the present military situation,
11. With the Director's approval I called
Representative Lucien Nedzi to say that the Director regretted that he could
not accept the invitation of the Democratic Study Group to brief them on the
Laos situation on 10 March. I explained that this involved Agency operational
activities which we felt could properly be discussed only with appropriate
congressional committees, and not with other groups. Nedzi said he fully
understood this and that in extending the invitation he had been under the
impression that the matter had already been cleared with the Agency. He
asked that I explain the matter to Representative Bingham who had joined Nedzi
in extending the invitation. I called Representative Bingham's office but found
he will be in New York until Monday.

12, Mr. Boyd Crawford, Staff Administrator
of the House Foreign Affairs Committee, called to ask the Director to
appear before the full Committee during the week of the 16th of March,
in executive session, on the situation in Laos. Mr. Crawford said that
Secretary of State Rogers and Secretary of Defense Laird have also been
asked to appear that same week. Mr. Crawford was advised this would
be checked with the Director and we would be back in touch with him.

could give him all the facts. I passed this on to the Director who designated
6. ~ ~ Upon learning that Senator John Stennis
(D. , Miss.) was trying to reach the Director, I dropped by the Senator`s
office. The Senator said he would like to have a briefing at 11:00 a. m.
tomorrow in his private office in the Capitol (room S 240) on Laos. I
told the Senator we would be glad to do this. He said it was not necessary
for the Director to come up but said he wanted a high level individual who
to give the briefing.
7. Following my meeting with Senator Stennis, I
met with Ed Braswell, on the staff of the Senate Armed Services Committee,
to inform him of the Chairman's request. Braswell said he was glad the
Senator had asked for this and indicated that we would probably get questions
from the Chairman on U. S. ground combat troops and B-52 raids. I told
Braswell I was certain that the specifics on these matters would have to come
from the Pentagon but that, in any event, we were responding to the Senator's
request.
I briefed Braswell on recent information concerning Soviet Hen
House radar which has been a matter of interest to Senator Jackson. Braswell
asked if we could prepare a brief paper for Senator Jackson on this and I am
looking into it. He also asked if we could provide him with information on
Soviet tanks and their comparison to comparable U. S. designs. I told him
I would talk to Bruce Clarke about this and be back in touch with him.
I also briefed Braswell on indications of friction between Egyptian
military personnel and their Soviet advisors.

1. ~ ~ Mr. George Murphy, on the staff
of the Joint Committee on Atomic Energy, called and requested any
background information which we might be able to provide on a Mr.
Mr. Murphy said he needed this
information early Thursday morning. A biographic report is being
delivered to him in the morning.
2. ~ ~ Received a call from Mr. Arthur Kuhl
on the staff of the Senate Foreign Relations Committee, who advised
that Senator Stephen Young (D. , Ohio) was in the office with him and
had completed reviewing the various committee transcripts on Laos.
He told me the Senator was interested in reviewing the Director's
testimony of 28 October 1969 and the transcript of last Monday,
2 March 1970. He asked how the Agency would prefer to handle it:
whether we would like to take the transcripts directly to the Senator.
I suggested that, since the transcripts were the property of the
Committee, it might be preferable far the transcripts to be delivered
to the Committee room and such arrangements as would suit the
Senator be made with him. After checking with Senator Young,
Mr. Kuhl asked that the transcripts be forwarded to the Committee
room first thing tomorrow morning and advised that Senator Young
will come to the Committee room to review these two documents.
3. Met with Representative William Minshall
(R. , Ohio) and delivered to him a blind memorandum on the Soviet
T-62 tank development. After reviewing the paper, Mr. Minshall
turned it over to Ralph Preston, on the staff of the House Appropriations
Committee, and requested further study of our American procedures
in the light of the information provided.
Mr. Minshall said that Representative John Rhodes (R. ,
Ariz.) will be traveling to Vietnam over the Easter recess. He said
that he had suggested to Representative Rhodes that he should get in
contact with the Agency for proper guidance and asked that I contact
Representative Rhodes directly and make such arrangements as would
be appropriate to alert Agency people in the field.

with Miss ary apworth, Administrative Assistant to Representative
James R. Grover (R. , N. Y. ), received a call from John Hallahan, of
Bristol Meyers, a principal officer in their public relations department.
He is also president of the New Jersey Public Relations Society of America,
composed of some 75 to 100 professionals associated with firms such as
Standard Oil of New Jersey, Gal Tex, Merck, and asked for an Agency
speaker for the Society's monthly meeting in Newark. He feels it would
be in the mutual interest of the Agency and his group if our mission were
better understood. I told Hallahan we did not maintain a speakers bureau
and he seemed to appreciate our low profile olic but told him I would
raise the matter and be back in touch. OTR, is

Foreign Relations Committee, called and requested the transcript of
yesterday's briefing together with the transcript of the briefing of
28 October 1969. The transcripts were delivered to him in the
Committee staff room and were returned to the Agency at the close of
business.
2. Received a call from Mr. Paul
Goulding, Executive Assistant to Senator Claiborne Pell (D. , R. I. ), who
needed to know whether an application for employment has been filed
with the Agency for Rhode Island.
After checking with the Office of Personnel, I advised Mr. Goulding
that we have been in correspondence with and that the Agency
recruiter in Rhode Island will be contacting him for an interview. 25X1A

individual does not qualify for consideration under either of our two summer
internship programs. Miss Boyle appreciated the soundness of our

cases. Horner welcomed this suggestion and said he would set the

1. George Murphy, on the staff of the
Joint Comma ee on tomic Energy, called to cancel the Director's
briefing of the Joint Committee on Wednesday. He explained that
Chairman Holifield and Mr. Hosmer will be attending the funeral of
Representative Utt in California on Wednesday. He said Mr. Holifield
did not want to miss the Director's briefing and they will reschedule it
as soon as possible. Murphy asked if I would check the Director's
calendar on the 10th, 11th, and 12th of March and let him know which
date looked best.

Satterfield {D. , Va.) who said that several Virginia TV stations had put only
the program "Who Invited Us ?" which contained a good deal of material
critical of the Agency. Satterfield said that he would appreciate our
suggestions for responses he could give to constituent inquiries, and
indicated he would be glad to try to be helpful in any other way in straightening
out the record, I said I would call him back. after reviewing the script.
Committee transcripts of the Director's testimony of 23eApr 1 and123sJune
1969 for Committee use during the hearing. The transcripts were returned
to the Agency after the Director's appearance. M:r. Arthur Kuhl, Chief
Clerk of the Committee, advised that he thought the Director's appearance,
as usual, was most professional and straightforward. He also added a
personal note that he finds the Director's appearance refreshing. Mr. Kuhl
advised that the transcript of today's hearing need not be forwarded to the
Committee until he calls for it.
