OFFICE OF LEGISLATIVE COUNSEL
Tuesday - 30 June 1970

1? 1 I Met with Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, and gave him a
suggested reply to a constituent letter from Mr.
Colorado, for Representative Wayne N. Aspinall (D., Colo.).
I also discussed with Mr. Slatinshek the letter from Chairman
Richard H. Ichord (D., Mo.), of the House Committee on Internal Security,
concerning disclosures in news accounts of information about Premier
Lon Nol ostensibly taken from CIA reports. In brief, it is Mr. Slatinshek's
suggestion that it would be well if Mr. Maury were to talk informally
with Chairman Ichord about the matter.
2. I 1 Met with Mr. Arthur Kuhl, Chief Clerk,
Senate Foreign Relations Committee, and reviewed with him the
administrative arrangements for the Director's briefing for Tuesday,
7 July. Mr. Kuhl noted in passing that no meetings have been scheduled
with State Department or USIA personnel concerning the Foreign Service
nominees pending before the Committee, and as far as he knows none
are contemplated..

for a status report on S. 782. Zafra said they had no problem with our
proposed report, but wanted us to wait before sending it to Chairman
Henderson until the BOB has cleared the reports of other departments and
agencies. He said there is a question of possible threat of Presidential
veto if certain language changes are not made, in which case BOB would
want to give us more specific guidance than "no objection. " In response
to my query Zafra said that the Civil Service Commission has serious
problems with the bill, especially sections 4 and 5 (dealing with recourse
to the courts and appeal boards procedures). He said this, coupled with
the desirability of a CIA/NSA exemption might be sufficient to warrant
consideration of the veto.
Staff Direc or, u committee on National Security and International
Operations, Senate Committee on Government Operations, and received
a copy of a paper in German byl with a request for
translation. Mr. DDI, has been advised.
