My dear Mr. Chairman:
This is in response to your letter of September Z8, 1971,
requesting a report on H. R. 10869, a bill "To amend the Compre-
hensive Drug Abuse Prevention and Control Act of 1970 to provide
for an annual report by the Secretary of State to Congress on the
international production and consumption of, and trade in, narcotic
drugs. "
We have no objection to the proposed legislation. This
Agency is interested in rendering all assistance possible which
would contribute to a better understanding and solution of the
drug problem, including assistance to the Secretary of State in
connection with the preparation of the annual report required
under H. R. 10869.
The Office of Management and Budget advises that there is
no objection to the submission of this report from the standpoint of
the Administration's program.
