I told Sylvester that in view of this we would ass urances that we could keep the vacancy open until then. 10. Called Fran Watkins, in the office of Representative Durward Hall, in response to his note passed to the Director during a briefing of the House Armed Services Committee in which Hall inquired about Agency relations with the other services. We agreed to meet at 0930 on 8 March. Mr. Tweedy will accompany me to the meeting. 12. I IJane Lawton, in the office of Speaker 25X1 Carl Albert; ca e with reference to our previous conversation on a STATINTL constituent interested in the possibility of Agency employment and asked if we could arrange for an interview for Oklahoma, and I told her we would be back in touch if we couldn't work something out within the next week. I I Spoke with Tom Hart, Chief Consultant, House Committee on Education and Labor, and he said that he felt the conference committee would reach final agreement on the Equal Employment Opportunities Enforcement Act, S. 2515, sometime tonight. He was quite positive that our position would be sustained. Talked with Representative Albert Quie (R., Minn.) about our interest in having the conferees on g_ 25 1 r). who are meeting this afternoon, insert in the conference report on this bill a statement which would indicate that it is not the intention of the Congress in enacting this legislation to subordinate the discretionary authority or judgment which department heads may have by statute in cases involving the national security. Mr. Quie said that Representative John Erlenborn (R., Ill.) was the principal member handling this legislation and that Tom Hart (with whom we have been dealing) is the principal staff member. Mr. Quie said he would do everything he could to support us on this however. 25X1 2. Hand-carried to Bill Woodruff, Counsel, Senate Appropriations Committee, figures which he had requested on funds and personnel in the intelligence community in Fiscal Year 1973. Mr. Woodruff returned to me the answer which we had prepared to Senator Case's two questions on Soviet ICBMs with instructions that we handle this response with the Senator personally. See Memo for Record. I alerted Mr. Woodruff to the action which we were taking this morning in attempting to have appropriate language inserted in the conference report on the equal employment opportunity legislation (S._2515). Woodruff could see no problem with this. 25X1 3. Messrs. Tweedy, John Clarke, 25X1A and I lunched at Mr. Clarke's house with Ralph Preston, Staff Assistant, House Appropriations Committee, and discussed plans for the Director's upcoming appearances before the Mahon Committee with regard to community matters. Mr. Clarke is preparing a Memo for the Record. I gave Preston a copy of a letter to Mr. Helms from Representative Joe Evins (D. , Tenn.), containing several complaints about the Agency, and asked Preston's advice for responding. Preston said he would show it to Chairman Mahon and let us know. I also briefed Mr. Slatinshek on the new type Soviet silos and deactivation of older silos; Chic-13; and Mao-class submarines. 6. I I Called Jay Sourwine, Chief Counsel, Senate Internal Security Subcommittee, to tell him that we had not picked up any statement by Fidel Castro over the weekend referring to "Ceasar Chavez - my comrade," but the possibility exists that such a statement was made and we will be on the lookout for it for him. Mr. Sourwine said he would appreciate this. 7. Called Bob Vagley, Director of the Labor Subcommittee, House Education and Labor Committee, and he told me he expected the conference committee to meet on a. 2515, Equal mloyment Opportunities Enforcement Act, on Monday or Tuesday of next week and that the managers on the part of the House most likelywould consist of the membership of the Labor Subcommittee. It was agreed that we would meet as soon as possible (he will be out until Friday) concerning the amendments we would like the conferees to use. He said that if he was absent, Tom Hart, of the Subcommittee staff, would be helpful in setting up a meeting with Representative John Erlenborn (R. , Ill. ), Ranl~ing Minority Member, and other members whose support he thinks may be important. 8. I I Received a call from Mr. McEwen, in the office of Senator Sam Ervin (D., N. C. ), for a China Atlas. I told him that we would be happy to provide an atlas to the Senator and would do so, but that we did not have sufficient supply to satisfy all constituent requests. Mr. McEwen seemed to appreciate this and in connection with subsequent requests, said they would have no problem in merely stating that they had 25X1A had only one copy of the atlas which they had already given away. Subsequently, I spoke to Messrs. Angus Thuermer, I and John Kerry King, suggesting that we might make the atlas available to the depository libraries through the Library of Congress, thereby providing greater access to the atlas for the public at large, which would helpful in responding to the run-of-the-mill requests for a copy of the map.
