1. Met with Ed Braswell and Jim Woolsey, Senate
Armed Services Committee staff, and expressed our appreciation for their
efforts and those of Senator Stennis in obtaining the amendment which we
had requested to Section 405(b) of the Foreign Assistance bill (H. R. 9910).
We discussed possible future courses which the Senate could take on the
Foreign Assistance bill and agreed that the Senate will probably come up
with a "bare bones" bill. It was also agreed, however, that the effort
expended on floor debate last week would be useful if some of the controversial
provisions are included in the new bill.
Braswell and Woolsey reported that at Monday's meeting the Senate/
House conferees had discussed the Symington amendment and, while no
final action was taken, it was generally agreed that clarifying language
would be placed in the statement on the part of the managers to indicate
that normal 25X1
ceiling. We discussed several alternative ways of expressing this. The
only change that will be made in the Symington amendment will be the
substitution of the word "funds" for "expenditures" as requested by the
Department of Defense. See Memo for the Record.
In response to his request, I brought Woolsey up-to-date on the
latest information on new Soviet ICBM silos. Woolsey said Senator Jackson
would be interested in this information, and I subsequently gave the same
briefing to Dorothy Fosdick, Senate Subcommittee on National Security and
International Operations staff.

2. I called to say he
has learned the Air Force received from the State Department a copy of
Senator Case's letter of 27 September 1971 requesting information regarding
various aircraft charter companies and their relationship to the U. S.
Government. Colonel Joseph Williams, in the Air Force, is drafting
their response but said he appreciated the sensitivity of the information
involved and would not release the response until he hears from us on
the results of Mr. Maury's visit with Senator Case on the subject.
