Dear Mr. President:
The Secretary of State has asked rae to send to you the
written report pursuant to Section 505(f) of the Act of
November 17, 1971 (PL 92-156), enclosed herewith, showing
the total amount of assistance-related expenditures in,
for, or on behalf of Laos, subject to the ceiling of
$350 million set forth in Section 505(a) thereof. This
report covers the first two quarters of the Fiscal Year
,eai.n n! c July 1, 1971 and,. consonant with the statute,
has been computed on the basis of the most accurate
estimates that the responsible Department and Agency
heads can make, taking into consideration all information
.available to them.
Representatives of the Executive Branch are prepared to
respond, subject to the security classification that might
be indicated, to queries concerning this report to the
appropriate Committees.
I am sending a similar letter with a copy of the identical
report to the Speaker of the House.

SUBJECT: Symington Letter to Laird/Rogers
1. This afternoon j I OPPB, asked for our `" ^'
to that Agency's oversight committees
coordination on the attached recommendation concerning State's proposed
interim response to Senator Symington. It was recommended that State be
advised that the Agency would not provide information for the more detailed
breakdown to be submitted to Symington pursuant to the clipped paragraph
on page two of State's interim response. It does not seem either prudent or
necessary to precipitate an issue with Symington on this at this date and it
was recommended that State make no mention of the Agency's position at
this juncture in the interim reply and that when the final report is drawn
together for Symington, it be footnoted as follows: This breakdown does
not include details of the expenditures incurred by the Central Intelligence
Agencyas it is our understanding that such information is reportable exclusively
2. I talked to Ed Braswell and in response to my questions he agreed
that the detailed reporting required by the Symington letter should be avoided
by the Agency on jurisdictional grounds, i. e. that this is our oversight
committee's business as long as Agency funds are involved, that it would be
bad to establish a precedent that the Agency reports on operational matters
to other committees and finally that it would be a bad precedent to subject
Agency funds to a GAO audit as is intended by Symington.
