I called Mr. Eisenhour and Mr. Hessler today to ask about how. the DOD hearings on the Military Assistance Authorization Bill went last week. They both reported essentially the same thing. In both the Senate and House they felt Defense had a relatively easy time. In neither case did they get a lot of opposition to their programs. Most of the time was spent discus'sing? the,Vietnam program, which is by far the major portion of MASF. No questions were asked in the House hearing concerning CIA involvement.. However; there was some discussion on the House. side concerning the language of Section V. 2. On the Senate side, there were one or two questions about CIA involvement but they were relatively brief and were given short answers. For example, Senator Symington asked if the.MASF Senator Dominick also had a question concerning corruption among the Meos. The impression was that ChairmanStennis was well in control and was not about to permit much explanation by the Committee members. 3. Both sessions lasted about two hours. Hessler has agreed to get us copies of the transcripts as soon as they are available. 4. Perhaps the most significant thing happened in the House when Congressman Harrington from Massachusetts suggested that Approved For Release 2005/11/21 : CIA-RDP73B00296R000500040021-0 Approved For Release 2005/11./,2,:,CIA-RDP73B00296R000500040021-0 the MASF program be moved from the Armed Services Committee to the jurisdiction of the Foreign Affairs Committee.
