Tab A summarizes the four problems presented by S. 2819.
It was compiled before S. 2819 was reported out. In S. 2819 the
carry-over problems are contained in the following sections:
Problem #1 - New section 513, page 5, lines
7-26.
Problem #2 - New section 655, starting page 11,
line 3, and ending page 13, line 12.
Problem #3 - New section 656, starting page 13, line
19, and ending page 14, line 11.
Problem #4 - Section 11 of the bill, page 18, lines
10-11.
Tab B summarizes favorable action, either in part or full, taken
by the Senate during floor deliberation on H. R. 9910 before the bill
was finally rejected on 29 October. Where favorable action was
achieved through an amendment rather than the making of "legislative
history, 11 the amendments were incorporated into S. 2819 and S. 2820
(foreign military and economic and humanitarian assistance bills) as
reported out by Senate Foreign Relations Committee.
Tab C is a sectional analysis of certain provisions of H. R. 9910
as reported by the Senate Foreign Relations Committee before it was
amended; on the Senate floor.
