13. (Internal Use Only - LLM) Lisa Gerard, OMB, called for our
position on S. 18 (Radio Authorization Bill) in connection with the imminent
presentation of the Bill to the President for approval. I told her that, as
she knows, we are out of the picture and would defer to State's position,
which I assume would be to recommend approval to the President in the
absence of any other constructive alternative. Miss Gerard said she would
