Tuesday - 8 June 1971
16. (Unclassified - LLM) Mr. Ralph Burr, OMB, called Mr. Maury
and gave us substitute language for incorporation into our report to Chairman
Hebert on H. R. 3578 (Temporary National Security Commission). OMB
wants us to take a position against the bill on the basis that adequate review
mechanism already exists. He agreed that as an alternative to his proposed
language we could simply state that the Agency associates itself with the
views of the Department of Defense. Burr said we should consider our
proposed reply, as changed, cleared by OMB for transmittal to the Congress.
