3. Met with Mr. Edward T. Hugler, Sub- 25X1
committee on Manpower and Civil Service staff, House Post Office and
Civil Service Committee, and discussed with him H.R. 16688 concerning
the requirement of reports to Congress with advanced notice of certain
planned organizational or other changes which would affect Federal civilian
employment. Mr. Hugler indicated that although the bill has been referred
to the Subcommittee it has not been included as yet in their file of pending
actions. It would appear at present that little action, other than requesting
reports from Bureau of the Budget and Department of Defense, will take
place during this~Congress. He suggested I check back with him in three
to four weeks.
