10. Talked with Boyd Crawford and Al
Westphal, House Foreign Affairs Committee staff, and they explained the
House rules and procedure whereby an appropriation act can be brought to
the floor for a vote prior to the act authorizing the appropriation.
Mr. Westphal also advised that S. 1785,which would have limited visits
of Government employees to dependents stationed away from the employees'
stations to two a year, has been broadened to authorize trips not to exceed
the equivalent of two trips per year to the District of Columbia. Westphal
said this has been agreed to by the House Committee and that Committee had
in turn been informed that the Senate Committee would approve this.
Mr. Bannerman has been advised of this.
11. George Murphy, Joint Committee on
Atomic Energy staff, called mentioning the LIFE article on the
He said he wanted to have it clear that we were refusing to give information
on the case. I again told him that my answer was the same as given him
yesterday, that it was too early for us to respond since when we did respond
we wished to have confidence in the accuracy of our information. Mr. Murphy
was obviously unhappy about what he termed our lack of cooperation. Admiral
Taylor advised later that Murphy apparently had gone to the AEC who had
suggested to Admiral Taylor that the information in the Director's memos
to USIB be made available to JCAE. Admiral Taylor informed them that
this would not be possible.
