Approved For Release 2008/06/03: CIA-RDP73T00325R000100020034-4 93 CURL I NPIC/PPBS/PPD-02-70 26 February 1970 MEMORANDUM FOR: Chief, Plans & Programs Division, PPBS/NPIC SUBJECT : Proposed PMB Operational Control System 1. During the past twenty months the PMB has been utilizing MIS information to monitor the Center's production schedules. 2. The PMB has had sufficient experience to determine that: a. The MIS does not provide information in a timely enough fashion to effectively monitor production scheduling. b. The MIS does not provide the scope of a project in terms of the products to be produced. 3. To meet their own needs for effective production control, each group has implemented their own record keeping and control system. 4. In addition the RAD has implemented a record keeping and control system which makes use of the MIS work phase notice. 5. Recently the FMB took a hard look at all these systems and agreed that a new system should be developed that will incorporate the best features of the RAD and IEG system. 6. The advantages of the new system are: a. Production control information will be as timely as is necessary. b. The user of the system will know the size and scope of a given project. c. Much of the work has been completed only the tying of the two systems together remains to be done. 7. The disadvantages of the system will be that initially: a. The system will be essentially a manual card system. b. Actual man hours charged against a project will not be shown in any listings other than the current MIS listings. Actual man hours from the MIS weekly drum base file will be transferred to the appropriate PMB file. c. Users of the PMB file will have the capability to retrieve via remote console information relevant to their projects including man hours in a timely fashion. 9. Much of the work for the interim PMB manual card system has been established and/or completed. 10. One program remains to be written to tie the IEG and BAD systems together. 11. It is estimated that between 2-3 weeks of effort will be required to complete this system. Plans & Programs Division PPBS/NPIC SECRET Approved For Release 2008/06/03: CIA-RDP73T00325R000100020034-4
