25X1A6d o steel shelving for caused me to question the
25X1A sequence of actions being taken by the on 25X1C4a
thi~ portion of this project. Their purchase order for
25X1A6d $7,700 worth of shelving for - is in accord with our agreement
that an earl order of shelving is required to obligate funds
for the project in FY 1970.
I pulled a copy of the memo, prepared by Mr.
Logistics, Real Estate and Construction Division that identified
the tasks that were assigned the In review-
ing the items as listed in this task order I feel.that the sub-
mission of a purchase order for Prison industry shelving for
at this time, is premature. I say this because there is a possibility
that the vendors will not be able to use this type of shelving with
their rolling system. That is why two of the companies would like
for us to provide them with enough Federal Prison Industry shelving
(approximately 600 feet) in order that they may perform simulated
tests in their respective factories. If these tests proved negative
we could be stuck with shelving which we would not need. We must
remember that our requirements are unique due to the height (120+
inches), the depth of a range (35 feet), and the weight of a moveable
unit (approximately 18,000 lbs). None of the three bidders have
installed systems of this magnitude.

I stressed the importance of the tests by the vendors and
he informed me that he had just received copies of letters that
had been sent out on June 4 to the three vendors informing them
that Federal Prison Industries shelving was available for them
to perform these tests. They were informed that the shelving was
crated and awaiting their pick up at= He informed me that we
will receive our copies of these letters Monday, 8 June.
I discussed the need for logical sequence of executing tasks
25X1C4a given to the _and told him I felt that could 25X1C4a
obtain a big assist in his developing of performance specifications
by viewing both the RID and NPIC installations. In addition to
inspecting these systems he could receive valuable information from
the users. We had problems in both installations and these problems
resulted in down time and inconvenience to these offices. This
25X1A must be prevented in installation. Some of the problems
that were corrected on our ocation and at our inconvenience were:
1. Buttons that stuck.
2. btors that burned out.
3. Delay in installation of safety features.
4. Change in gear reduction.
5. Delay in timely arrival of all necessary parts.
6. overhead room lights were not removed.
Bill felt that should talk to these people and said I
would be hearing from him.
Later in the afternoon I heard from -who told me he was
preparing the "specs", wanted me to make arrangements for him to
see the RID and NPIC installations, but that ~e would not be able to
do this until the week of 15 June. -fit
I told him I would proceed with the arranging of these visits
and asked to accompany us and also that _ Security 25X1A6a
Officer obtain the necessary security clearances.
