You are seeing Hanson Baldwin at 4 P.M. today. Recent columns of his which have appeared in the NEW YORK TIMES include the following: October 19, 1961: Army's new M-14 rifle, after 15 years of development, is only a "marginal improvement" over M-1 Garand; delay is fault of Army Ordnance, which has become "too technically ingrown." October 15, 1961: Recent Pentagon directives for troop buildup of U.S. ground and tactical units emphasize non-nuclear weapons. October 11, 1961: 17th U.S. Air Force at Ramstein, Germany, is NATO's principal nuclear force, is well trained and equipped. October 8, 1961: U.S. troop build-up in Europe since Berlin crisis is larger than rest of NATO nations combined. 4 October 1961 October 6, 1961: U.S. 7th Army at Stuttgart is "largest field army ever maintained by the U.S. in peacetime." October 5, 1961: NATO forces, outnumbered by Soviet-Satellite forces in non-nuclear weapons and training, are stronger in nuclear forces; deployed units are, however, "strongest where the threat is weakest and weakest where threat is most dangerous." October 4, 1961: U.S. diplomatic and military leaders in Europe regard nuclear weapons, rather than conventional, as the "key" to Berlin crisis.
