However, they have ex- panded their probe well be- yond 'their origi- nal scope and now are looking into the National Security Council, the top planning agency .of the federal government, and special representatives are en route to the Far East to delve Into CIA opera- tions there. Various members of Congress have contended that CIA is extravz- agantly wasteful and inefficient and has on its payrolls an unknown number of persons of highly du- bious security status. However, every motion toward a congres- ,sional investigation has been smothered before it could -get off (he ground on the contention that IA work is too secret an impor- tant to permit such an inquiry. The present study is being con- ducted by a "task force" of the ,HrioVer Commission on Govern- ;' uTent Reorganization, set up lastly and headed by retired Can. ? Mark Clark. Originally it was scheduled to report, on its findings dast month, but the time was ex- tended because of- the unrealized Magnitude of the task and no re- port now appears pocsible until at the earliest. 1 -Fortner President Herbert Hoov- ler, chairman of the full commis- sion, said in announcing the task ?force's creation that it woula stutly tCIA'S 'structure and atiministra- 'Akin." White House announced that a spe- cial four-man study group had been f established by the President to in- quire Into CIA operations and that it had just submitted its report---i which, incidentally, still has not, been made public. This group was beaded by 're-' tired Lt. Gen. James 1.1. Doolittle. There was widespread belief that: it had been set up for the spcettie, purpose of forestalling the invegi- gation 9* Clark's "task force," if the administration had thY, jective in mind it failed. In substance, it was that.
