The speech. given by the Archivist last October has a great deal of
guidance we should take.
I don't know what the FPMR's say, but it might be useful to look them
over carefully and assign to the C/RAB or C/SSS authorities that are held
by NARS. Shouldn't C/RAB or C/SSS have authority to approve all disposals,
for example, rather than have it decentralized with .Directorates? Shouldn't
we try to get magnetic tapes into a regulation? We need to get some kind
of general policy established governing all of the items on page 5 of the
Archivist speech.
The FPMR's as well as this speech are probably worth a good hard
look in terms of the archives and records programs.
