Called Ralph Preston, Staff Assistant, House Appropriations Committee, to say that the Director had left town for the holidays without signing a letter informing the Chairman of our planned construction of a garage at Headquarters. I asked Preston if he felt a letter was really necessary. He said he did, adding that the letter need not request permission to go ahead with the construction but it should inform the Committee, or at least the Chairman, of our plans. He said it need not be signed by the Director, I could sign it myself if I wished. He did feel however that the letter should explain not only the necessity for the construction, but also how it was to be funded. 2. Met with Mr. Ralph Preston, House App-rap.r.ia.tions Committee staff, and gave him several items of bio- graphic background on Mr. James Schlesinger. Mr. Preston told me that his best guess would be that Representative Robert Sikes (D. , Fla. would be returning to the city about 3 January. He told me also that Representative George Mahon (D. , Texas) intends to put his remarks about Mr. Helms in the Congressional Record on 3 January. 3. Met with Robert Blum, Research Assistant, Senate Foreign Relations Committee, and gave him a suggested wording to describe the security deletions from the OSS documents furnished him earlier in the week. I also gave him a fresh reproduction to replace an item that was illegible in the original package. Received a call from Dr. John Brady, House Foreign Affairs Committee staff, who told me that he will be travelling to Europe and Latin America in January with Representatives Murphy (D. , Ill. ) and Steele (R. , Conn. ) on a narcotics survey trip. He asked if it would be possible to have a staff briefing on Latin America. He does not feel that he needs anything on Europe at the present time. Later in the day I put directly in touch 25X1A with Dr. Brady to assist Brady in lining out his itinerary for Latin America and South America. Tentative arrangements have been made to brief Brady at 2:00 p. m. on Friday, 22 December. 8. Received a call from Ralph Preston House Appropriations Committee staff, who told me that he had had a long meeting with Chairman Mahon this morning and asked if I could provide him with biographic and background information on Mr. Helms for the Chairman's use. The Chairman intends to go on the floor soon after the beginning of the new Congress with an address about Mr. Helms. He also asked if I would provide whatever biographic information we have on Mr. Schlesinger. 9. Talked to Bill Van Ness, Chief Counsel, Senate Interior and Insular Affairs Committee, and told him that we had received a request from the Library of Congress for advice on security clearances for members of the staff of Senator Lee Metcalf (D. , Mont. "to review the documents on the Mid-East oil situation which are now supposed to be in the hands of CIA, " Van Ness readily understood the Agency policy of providing such information to members of the Senate or cleared Committee staff personnel designated by the Chairman and said if it would be of help he would be pleased to assist Senator Metcalf in this matter. He also said that since Senator Jackson, Chairman of the Committee, had excluded personal staff from the briefing a. week ago that the Agency policy is in accord with Senator Jackson's own thinking. I thanked Van Ness for his advice and told him I would keep him up-to-date on this matter. Blum said he would review them as soon as possible since some appear to be quite fuzzy and not usable without reference to riginals. Explained to Chairman Nedzi, Intelligence Operations Subcommittee of House Armed Services Committee, and Representative Samuel Stratton, a member of the Committee, the status of the plans for the Director's retirement and appointment as Ambassador to Iran. Met with Mr. Marian Czarnecki, Staff Consultant, House Foreign Affairs Committee, in response to his reque st 25X1 B and gave him a verbal biographic sketch o 25X1A 5. FE Division, andi m.et with Dr. John Brady and Robert Boyer, House Foreign Affairs Committee staff, and reviewed in detail the many Agency comments on the Committee staff report on Southeast Asia. The staff representatives accepted the Agency suggested changes almost without exception and expressed their appreciation for the Agency effort and assistance in the field and in the review of the report. 6. Met with Ralph Preston, H_o_u se Appropriations Committee staff, and reviewed with him the content of the proposed Agency directive on shipment of foreign vehicles. Preston has no problem with the suggested directive and after discussion told me that he would be willing to review again with me next week the overall question of Agency shipment of foreign-made vehicles. I also briefed Preston on the leadership unrest in Greece. 7. Met briefly with Frank Slatinshek, House Armed Services Committee staff, and discussed with him the scheduling of briefing for Chairman Nedzi, Intelligence Subcommittee, on the Domestic Contact Service. Slatinshek indicated that both his schedule and Nedzi's is such that we will have to look at the timing next week. I refreshed Slatinshek's recollection of some of the highlights of the Agee case.
